Job Description
The Court Security Deputy is a Sworn member. The Court Security Deputies are responsible for maintaining order and security of the Clay County Courthouse, its adjacent parking areas, the safety of all its occupants (judges, court personnel, citizens and employer), serving and executing enforceable court orders, court proceedings and the care, custody and control of inmates. An individual serving in this role responds to volatile circumstances while remaining mindful of how their actions reflect on the whole agency of the Sheriff's Office. This individual must demonstrate professionalism with superior customer service, which requires skills in understanding human behavior, which influences or causes behavioral changes critical for success while providing general information or guidance; understand the knowledge of specialized equipment, techniques, methods, and procedures while involving the use of specialized skills in courtroom security. Court Security Deputies are also cross-trained and hold the responsibilities of the Administrative Building Security Deputy, Bailiff Deputy, and Bailiff Control Room Operator. Performs all duties as outlined in the job description of a Deputy Sheriff. Responds to all emergencies, incidents or reported crimes which take place in the courthouse, administration building and in their adjacent parking areas in accordance with agency policy and procedures. Conducts security rounds in the courthouse to ensure safety and security are maintained. Review daily roster assignments from the unit supervisor. Prepares courtroom for daily judicial proceedings. Arrange for additional inmates to appear before the judge if necessary. Receive/escort inmates from the Jail and place them in the coordinating holding cells before the start of court. Provides care, custody, and control of inmates/detainees attending court, pursuant to agency policy and procedures. Controls, restraints, and subdues inmates/offenders/detainees with the use of the proper restraint techniques, control device, and/or secondary weapons without causing undue pain or injury; and documents and notifies the appropriate supervisory staff in accordance with agency policy and procedures. Mediates and successfully resolves disputes involving; citizens / inmates / offenders /detainees utilizing the minimum force required, implementing or recommending the appropriate disciplinary actions consistent with agency policy and procedures. Controls movement of parties/inmates appearing for courtroom proceedings. Takes persons into custody as a result of criminal investigation or when directed by active capias, writ, custody order, or judge's instruction. Ensures fingerprints and/or DNA is taken from individuals as required. Receive/escort inmates from the holding cells back to the Jail at the completion of court, advising bailiff control of the escort. Responds/coordinates a response in an appropriate and timely manner to all inmate injuries/complaints/grievances and monitors the incident/issue to ensure appropriate resolution in accordance with agency policy and procedures. Reports fights, disorders, or any unusual activities to the supervisor, detailing location, type of incident, number of inmates/offenders/detainees/persons involved, and request for assistance if needed pursuant to agency policies; follows established procedures and/or verbal instructions. Notifies designated persons immediately during an emergency situation, accurately describing the situation and location and providing additional information and assistance as needed while maintaining the safety of all personnel in the affected area. Conducts a search of the holding cells for assigned courtrooms at the close of each day and advises bailiff control of the all-clear. Oversees and effectively monitors the safety and security of courthouse staff and members. Assists clerks with obtaining signatures and distribution of necessary paperwork. Ensures paperwork directed to the sheriff's office is properly processed. Provides security escorts throughout the Courthouse as needed. Limits public access to the judicial chamber area. Ensures proper check-in of appropriate parties prior to court session. Prepares courtroom and jury room for jury trials. Provide security, coordinate movement, and assist with the needs of the jury panel. Maintains a courteous and professional attitude toward members of our agency, the public, other agencies, and judicial staff. Keeps up with courthouse functions that take place during each shift. Ensures individual work areas are kept neat and orderly at all times. Maintains uniform according to policy. Must be prepared for inspection to verify they have all of their issued equipment and look professional. Gives immediate detailed report/information regarding any unauthorized penetrations/intrusions, security breaches, and escapes, and generates and submits a detailed accurate report of the incident if required pursuant to agency policy and procedures. Participates in cross-training with other co-workers; assists those co-workers when the need arises and learns new tasks by working together as a team. Reports identified or potential maintenance, safety, and/or non-compliance findings, hazards, and incidents to the appropriate personnel and/or department. Reports any unusual or abnormal citizen/inmate/offender/detainee behaviors or physical conditions consistent with agency policy and procedures. Responds to officer calls for assistance in the courthouse, providing the appropriate assistance necessary to maintain control of court proceedings and custody of the inmates/offenders/detainees while preventing potential injury to other courthouse personnel or inmates/offenders/detainees pursuant to agency policy and procedures. Timely completes all assignments, special projects, and budgetary requirements (if applicable) as directed, adhering to applicable agency policies. Adheres to leave and attendance policies, including punctual arrival and completing full shifts. Informs the supervisor about illness or untimely incidents, reports overtime hours worked, and timely submits time sheet, attendance, and leave requests. Regularly checks assigned mailbox, phone calls, PowerDMS, and email messages, responding promptly and professionally. Makes assigned chain of command aware of anything noteworthy. Responds to supervision, guidance, direction, and feedback from executive staff and superiors in a receptive manner and in accordance with agency policies. Conducts themselves in a polite, helpful, courteous, ethical, and professional manner, abiding by the established code of conduct, and demonstrates a courteous and professional image when engaging the public, colleagues and other agency units to enhance work area output and services in line with agency policies. Cultivates positive working relationships with colleagues and other agency units. Demonstrates an understanding, consideration, and respect of cultural, religious, and gender differences when interacting with the public and colleagues. Actively participate in job-specific training. Performs other duties as assigned.
Minimum Education, Experience and Requirements:
High school degree or its equivalent required. Basic law enforcement certification required (420 hours). Successful completion of state exam. Process a valid Driver's License upon hire. Maintain a valid Florida Driver's License. Salary is negotiable for full-time positions prior to initial hire, if requested, based on verified experience up to step five (5) of the assigned pay grade.
