Job Description

The Robbinsdale Police Department has an exciting opportunity for a Police Captain . The City of Robbinsdale is seeking qualified candidates for the position of Police Captain. The position is responsible for supervising and directing sworn and non-sworn personnel assigned to the patrol, investigations and support services division. The Robbinsdale Police Department is staffed by 27 sworn officers, 8 full time civilian staff and 6 Cadet interns. Officers are assigned to patrol, investigations, specialty roles and administration. Our civilian support team consists of a Community Service Officer, Records Technicians, Evidence Technician, Crime Analyst, Public Safety Support Technician, Public Safety Specialist and Office Coordinator. The Police Department handled over 25,000 calls in 2025. It is a well-managed organization with a mixture of young and tenured officers. Department members have a phenomenal can-do attitude with a family atmosphere and a strong emphasis on community and proactive policing.

Position Objective:
A Captain is responsible for overseeing all staff and functions within the police department, setting direction, managing day-to-day operations, handling budgeting, and ensuring compliance with training and POST Board license requirements.
Professional/Technical Duties and Responsibilities:
Oversee and direct day-to-day operations of all staff, including scheduling, investigations, and office staff. Provide oversight of the department budget. Respond to critical incidents. Address and resolve all internal and external complaints within the department. Ensure compliance with training and POST Board licensure. Lead department community engagement. Keep well informed of criminal justice developments and best practices Perform other job-related duties as assigned.
Supervisory Duties and Responsibilities:
Supervises Investigators, Office Coordinator, Crime Analyst, Evidence Tech, Sergeants.
Knowledge, Skills, and Abilities:
Excellent leadership, management, and supervisory skills. Strong verbal and written communication abilities. Proficiency in handling budget and financial operations. Expertise in conflict resolution and complaint management. Ability to manage a large and diverse team effectively. Knowledge of law enforcement procedures, regulations, and best practices. Proficiency in Office 365 and other relevant applications and technology.
Education and Experience:
Bachelor's degree in criminal justice, public safety administration or related field. Licensed through the Minnesota P.O.S.T Board. 8 years' experience as a Police Officer to include three years of supervisory experience at a rank of Sergeant or higher. Leadership training, EMR certification, and any courses or certifications necessary to retain POST licensure. A valid and unrestricted Class C or D drivers' license.
Preferred Education and Experience:
Master's degree in Public Safety/Police Administration. Successful completion of an advanced management course such as the Southern Police Institute, FBI National Academy, or Northwestern Staff and Command. State certification in emergency management. Internal affairs certificate.
Physical Requirements:
While performing the duties of this job, employee is frequently required to sit and talk or hear. Employee is required to walk, use hands and fingers, and reach with hands or arms. Employee must occasionally lift and/or move objects up to 20 pounds.
Working Conditions:
Captains work in various environments, including office settings, community events, and crime scenes. They may be exposed to various weather conditions and must be prepared to handle confrontational interactions. The position involves irregular hours, including evenings, weekends, and holidays, and may require on-call availability.
