Primary Function of Organizational Unit The primary function of this unit is to provide an effective and efficient link between the University Community and the University Police Department's operations and services 24 hours a day, 365 days per year. The Department of Police and Public Safety maintains the responsibility of providing a safe and secure community for the students, faculty, staff, and visitors. All University Police Officers are sworn full-time police officers who are state-certified by the North Carolina Criminal Justice Training and Standards Commission and must receive Basic Law Enforcement Training before being sworn as Police Officers. North Central University Police Officers have complete police authority to enforce local, state, and federal laws on all property owned or leased by the University and on streets that run through, are adjacent to, or border the campus. This includes all other areas of jurisdiction approved by the University, city, or state. Primary Purpose of Position The Police Supervisor I, serves as a Sergeant, overseeing and directing personnel engaged in general operation patrol, traffic enforcement, and investigative duties. This role requires evaluating staff availability, skills, and resources to effectively assign tasks. The Supervisor sets clear work expectations, reviews reports, and evaluates squad performance against established standards. Required Knowledge, Skills, and Abilities The successful candidate must possess a working knowledge of criminal and traffic laws, knowledge of investigation techniques and case preparation requirements for routine traffic and criminal cases, must have knowledge of equipment provided by the Department and its care, knowledge of the process for obtaining and serving search warrants preservation, ability to conduct crime prevention programs, ability to use conflict resolution and mediation skills as needed during the patrol shift. Ability to communicate effectively to witnesses, victims, and detainees/arrestees, other officers, the community, management, and others through interpersonal interactions and in writing, ability to plan and conduct community programs; ability to identify problems, identify potential options for resolution and the ability to use discretion during criminal investigations, arrests, warrant service, and interaction with members of the community Minimum Education/Experience A minimum of an associate degree (or 60 hours of college credit) and 4 years of sworn law enforcement officer experience. The Police Supervisor I must annually qualify with their duty weapon and ensure that officers are proficient with their assigned firearms. This role includes evaluating the performance of officers in areas such as public relations, equipment inspections, emergency response training, communication, and cooperation with other law enforcement agencies. The individual in this position must be physically capable of performing all duties required of a Police Officer, including taking command during emergencies. Responsibilities include investigating traffic accidents with property damage or minor injuries and using detailed diagrams and measurements with minimal assistance. The supervisor demonstrates proper officer safety techniques during motor vehicle stops, encounters with subjects or suspects, and higher-risk situations, ensuring the safety of all involved. This role may also oversee criminal investigations including but not limited to (rape, robbery, shootings, and homicide). Key duties involve functioning as a chemical analyst during DWI arrests, utilizing latent print kits, narcotic test kits, and operating speed detection devices (radar). The supervisor must understand campus crime trends, conduct juvenile detentions and interviews, and refer individuals to community resources or court counselors as needed. Crime scene processing is a fundamental responsibility, with the ability to request additional support for more complex scenes. The position also includes investigating misdemeanors and less serious felonies and, when necessary, acting as a team leader under Incident Command. This role requires providing on-site support and referrals to victims or those in distress, based on observations. Recommendations for crime prevention and campus safety improvements should be made through the chain of command, identifying problem areas proactively. Additionally, the supervisor is responsible for conducting thorough vehicle inspections at the beginning and end of each shift, reporting any damage, maintaining all vehicle equipment, and effectively operating essential systems such as police radios, emergency lights, sirens, and in-car computers. Conducts building vulnerability analyses utilizing Crime Prevention through Environmental Design ( CPTED ) guidelines. Develops and implements detailed action plans to address environmental crime prevention issues. Initiates and plans selective traffic enforcement activities, such as traffic surveys, checkpoints, and educational programs. Utilizes crime statistics data and reports to determine course of action to address identified crime trends. Uses proper questioning techniques to obtain readily available information from witnesses, victims and suspects. Establishes and secures a crime scene. Records facts and prepares reports to document preliminary and follow-up investigations. Diagnoses the offenses based on the information obtained during the investigation and takes appropriate action Properly execute search and arrest warrants. Testifies in court to provide evidence or act as a witness in traffic and criminal cases or Grand Jury hearings. Develops prosecution summaries with assistance as needed. Complies with student conduct request and testifies as a witness as student hearings. Follows established procedures for submission of evidence. Provides assistance and emotional supports to others, including referral to support agencies. Investigate traffic crashes to determine causes and criminal violations as assigned. Completes all documentation prior to going off-duty using the appropriate forms. Successfully investigate criminal acts. Ability to investigate traffic accidents involving property damage and minor personal injury. Arrests and processes suspects through the appropriate procedures. Responds to calls, recognizes situations quickly and objectively determines appropriate actions. Demonstrates ability to function as Chemical Analyst while processing a DWI arrest. Evaluate special events by observation and event after action reports to insure proper manpower and equipment were on hand. Monitors patrol squad operations by reviewing incident reports, operation reports, arrest reports and warrants to insure that correct procedures are followed in accordance with NC General Statutes, University Policies and Procedures, and University Police Department Policy. Receive university activities and facility reservation request and meet with the University Scheduler of campus events.
