Job Description

General Statement of Duties:
Plans and directs the activities of the Police Department in the enforcement of laws and ordinances, the prevention of crime, the protection of life and property, and the efficient and effective operation of the department; does other work as required. Distinguishing Features of the
Class:
This is the top administrative position in the Police Department. The Police Chief has immediate responsibility for the planning, development, and direction of a complete program of police administration and professional services. Under the direction of the Mayor/Safety Director, and in accordance with applicable State regulations, the Police Chief has complete internal control over police activities and personnel, and exercises wide discretion in the operation and administration of the department.
Essential Duties:
Plans, directs, and exercises general supervision over the work of the entire Police Department, including sworn and civilian employees Enforces all laws and ordinances under the legal jurisdiction of the Police Department Formulates and enforces departmental rules, regulations, work methods, and procedures Supervises all departmental employees, either directly or through subordinate ranking officers Assigns staff within the department Evaluates and rates the performance of subordinates annually Determines and administers disciplinary action, as necessary Reviews activities, performance, and reports of officers Makes recommendations to the Mayor for the appointment an dismissal of departmental staff Determines that recruits, regular officers, and other department personnel receive adequate training in the performance of their respective functions Directs the preparation and maintenance of records and files Directs the investigation of major criminal offenses Cooperates with State, Federal, and other police bureaus and departments in the apprehension of wanted persons Oversees the preparation of reports and related documents for the Mayor and other appropriate public officials and agencies Prepares budget estimates and controls the expenditure of all departmental appropriations Evaluates and recommends the purchase of specialized equipment Prepares or supervises the preparation of departmental memos, requisitions for supplies, and other internal administrative documents Performs public relations duties, responds to questions from public officials, the general public, and others, as necessary Attends meetings, conferences, training programs and other classes to enhance skills and professionalism as required or as necessary Performs other duties, as assigned
Required Knowledge, Skills, and Abilities:
Broad knowledge of administration and police methods Thorough knowledge of current scientific methods of crime detection and criminal identification Knowledge of applicable federal, state, and local laws and ordinances Knowledge of Village geography Demonstrated ability to lead and direct the activities of police personnel and others Ability to prepare and maintain records and reports using computers and other electronic media Ability to maintain cooperative working relationships with other Village officials and the general public Strong integrity Resourcefulness and sound judgment in emergencies Strong philosophy of service oriented to the community Ability to perform the essential functions of the position
Required Experience and Training:
High School Diploma 5 or more years' successful supervisory and administrative experience as a police officer in this or a similar police department 3 or more years' experience at a promotional rank preferably supplemented by college level course work in law enforcement or a related discipline Extensive training in law enforcement at recognized Federal, State, or regional police training schools; or any other combination of experience and training that provides the required knowledge, skills, and abilities
Ohio Peace Officer's Certification Physical Requirements:
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects or machines, and to reach with hands and arms to push and pull objects. The employee is frequently required to sit, stand, stoop, bend, talk and hear. The employee is frequently required to walk, including climbing stairs, and to operate Village motor vehicles. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee is occasionally required to perform tasks involving heavy and continued physical exertion.
Additional Information:
The employee in this position will be required to have and to maintain a current Ohio Peace Officer's Certification and a valid State of Ohio Driver's License, as a condition of continued employment. This position is subject to applicable provisions of Chapter 737: PUBLIC SAFETY, of the Ohio Revised Code. Applicants will be required to successfully complete a hiring process that consists of a physical examination (Ohio Police and Fire Pension Fund standards), psychological examination, polygraph, background investigation, oral interview, and other components deemed necessary by the appointing authority.
