The Chief of Police implements appropriate law enforcement measures, to include safety, security, and crime prevention plans, in assurance of a safe environment for faculty, staff, students, and campus visitors. Additionally, the Chief of Police ensures enforcement of all federal, state, and local laws and ordinances, university policies, system regulations, and department procedures. In this role, the Chief of Police coordinates with outside law enforcement agencies as appropriate. This position is responsible for all Texas Tech System Administration, Texas Tech University, and Texas Tech University Health Sciences Center campus locations. About the Department and/or College Administration & Finance is home to four divisions and is responsible for providing essential services to the more than 40,000 students and 5,500 faculty and staff on campus. Administration and Finance oversee Auxiliary Services, Financial and Business Services, Operations, and Safety and Security. The Texas Tech Police Department is committed to providing a safe and secure environment to live, learn, and educate. Major/Essential Functions Responsible for accomplishment of the departments mission including routine, strategic and tactical operations. Performs a variety of complex administrative, managerial and professional work in planning, organizing, coordinating, directing and evaluating the activities and programs of the Police Department. Responsible for overall disciplinary action (including suspension or demotion) of department members as required ensuring proper order and accomplishment of mission. Administers departmental budget; authorizes purchase requisitions of supplies and equipment for the department within established limits. Handles grievances, maintains departmental discipline and ensures professional conduct of assigned personnel. Participates on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence. Represents the Texas Tech Police Department and, when appropriate, the University in meetings and on committees involving community, state, and federal agencies or offices. Drafts, reviews and/or approves departmental correspondence as requested or necessary. Develops, implements, revises, and enforces departmental policies, procedures, and methods of operations for all aspects of campus law enforcement. Cooperates with County, State and Federal law enforcement officers as appropriate where activities of the police department are involved. Serves as the supervisor for the Assistant Chiefs of Police and the Senior Administrative Assistant. Oversees the departmental reporting requirements for the Federal Crime Awareness and Campus Security Act of 1990 in conjunction with other departments including Title IV, Title IX, Dean of Students, Office of Student Conduct, etc. Evaluates campus security needs and develops programs to implement necessary improvements (including physical security and intrusion detection). Performs other duties as assigned. Knowledge, Skills, and Abilities Advanced knowledge of law enforcement methods, state traffic and criminal laws and regulations and Texas Tech policies and procedures, safety rules and regulations, court systems and procedures. Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an advanced understanding of organizational policies and activities. Ability to plan, direct, and evaluate a complex operation, utilizing personnel, time, funds, and other resources for the accomplishment of long and short-term goals of the department and the institutions. Required Qualifications Bachelors degree required plus ten years of increasing responsibilities in law enforcement which include supervisor and managerial experience at the command staff level. Must meet commissioning standards for Texas Peace Officers as mandated by the Texas Commission of Law Enforcement. This position is designated as involving access to critical infrastructure systems and/or research, as defined by Texas Executive Order GA-48. As such, candidates must successfully complete a comprehensive background check prior to employment. Employees are required to comply with all applicable state and federal regulations related to the protection of critical infrastructure. Ongoing employment is dependent upon maintaining eligibility for access and successfully passing periodic security and compliance reviews. Preferred Qualifications Master's Degree in appropriate field. Advanced law enforcement training. TCOLE Master Peace Officer Proficiency Certificate. Prior campus law enforcement at an Institution of Higher Education.
