Part-Time Planning & Zoning Enforcement Officer at City of Blackfoot in Blackfoot, Idaho, United States Job Description
General Purpose:
Provides ordinance support to the Police Department and sworn staff, and the Planning & Zoning Department, including enforcement, data entry, document processing, and filing. This part-time position will independently perform various ordinance-related work and assist the animal control/ordinance officer in ordinance enforcement.
Essential Functions:
Respond to complaints and initiate contact with property owners, occupants, or responsible parties regarding zoning and ordinance violations. Enforce municipal planning, zoning, and related ordinances in coordination with the Planning & Zoning Department. Conduct routine and complaint‑based site inspections to assess compliance with applicable codes and ordinances. Document violations through written reports, photographs, and supporting documentation; enter and maintain case information in the Records Management System (RMS). Research property ownership and related records to support enforcement actions. Monitor violations and follow up until compliance is achieved or enforcement actions are completed. Maintain accurate files, logs, and enforcement records in accordance with department procedures and legal requirements. Communicate professionally with the public, in person and by telephone, including in difficult or non‑compliant situations. Prepare documentation and attend court proceedings or hearings as required; some appearances may occur outside normal working hours. Operate city‑issued vehicles, computers, RMS, cameras, telephones, and standard office equipment to perform job duties. Attend meetings, training, or special events; occasional evening or weekend hours may be required. Perform related duties as assigned. This position description is not intended to be all‑inclusive.
Knowledge, Skills, & Requirements:
Knowledge of municipal codes, zoning ordinances, and basic law enforcement concepts and terminology consistent with Idaho POST‑certified administrative enforcement functions. Knowledge of standard office practices, recordkeeping procedures, and use of computer systems for data entry, reporting, and property records research. Skill in communicating clearly, effectively, and professionally with the public in routine and challenging situations. Skill in preparing clear, accurate, and thorough reports, records, and case documentation. Ability to establish and maintain effective working relationships with property owners, residents, city staff, and other agencies. Ability to interpret and apply ordinances, policies, procedures, and written or verbal instructions. Ability to exercise initiative, sound judgment, and independent decision‑making within established guidelines. Ability to perform field inspections requiring mobility, observation, and occasional moderate physical activity, as well as work in a typical office environment using standard office equipment. Ability to safely operate a city motor vehicle. Maintain physical and psychological levels to perform and meet the demands of the
Minimum Qualifications:
High School Diploma or GED Possess a valid Idaho Class D driver's license. Pass a detailed background Any combination of education, training, experience, and knowledge would provide the required ability to perform the task of an ordinance officer. Experience in a law enforcement setting is desirable.

Physical Demands:
The physical demands described are representative of those required to perform the essential functions of a Police Planning and Zoning Ordinance Officer in accordance with applicable Idaho Peace Officer Standards and Training (POST) requirements. Duties require a combination of sedentary office work and field activities, including sitting, standing, walking, and driving for extended or variable periods. The position may require bending, reaching, kneeling, climbing limited grades or stairs, and navigating uneven terrain during site inspections or compliance investigations. Officers must be able to communicate effectively, visually observe conditions and site details, and safely operate a motor vehicle and standard office equipment. While the position is not routinely physically strenuous, it may involve extended hours in varying weather conditions and prolonged periods of concentration and field presence. These requirements are consistent with POST administrative and regulatory enforcement functions.
Work Environment:
The work environment for this position involves a combination of indoor office settings and outdoor fieldwork consistent with patrol operations and Idaho Peace Officer Standards and Training (POST) requirements. Patrol Officers routinely work in varied and sometimes adverse weather conditions and may be exposed to traffic hazards, loud noise, and potentially dangerous or unpredictable situations. The position requires frequent interaction with the public, including contact during stressful, confrontational, or emergency circumstances. Work is performed on rotating shifts and may include nights, weekends, holidays, and on‑call or extended duty during major incidents or emergencies. Duties are carried out in vehicles, on foot, and in public settings and require adherence to established safety practices and procedures.
