Definition:
The purpose of this position is to direct the operations and coordinate the Community Service Programs, which include Juvenile Substance Abuse Crisis Center, DWI Program, Teen Court, and Compliance. This is accomplished by overseeing the day-to-day operations of the listed programs and managing the facility and budgets. Other responsibilities include overseeing the administration of grants; overseeing grant funding; representing the programs in the community; and performing other duties as required.

Under the direction of the Deputy County Manager, the Community Services Director plans, organizes, implements, monitors, and evaluates all aspects of the Community Services Department (JSACC, DWI Program, Teen Court, and Compliance).Develops and revises policies, procedures, objectives, directives, and standards; and ensures adherence to all state, federal, and local laws, statutes, ordinances, policies, procedures, and other requirements. Develops and prepares the annual budget for the Community Services Department including all staffing proposals to be submitted to County Management and subsequently the Board of County Commissioners. Makes modifications as necessary and complies with approved budgets and staffing allocations. Testifies and presents information to the State legislature and various committees to justify funding requests as needed. Actively seeks additional sources of funding for current or expanded activities and services. Ensures that the viewpoints, plans, and programs are understood and translated into action by the department employees. Assists staff with the interpretation of policies and procedures and the resolution of problems. Ensures that program objectives are met efficiently and economically. Oversees the preparation of timesheets for the Community Services Department. Oversees procurement activities for the department and ensures compliance with grant agreements, state procurement code, and county purchasing policies. Prepares and reviews contracts. Administers grants by ensuring that activities are completed timely and in accordance with grant agreements; submitting reports as required by the grantor; managing use of grant funds; attending required meetings and trainings; and maintaining effective communication with granting agencies. Collaborates with the Finance Department, including the Grants and Contracts Division, to ensure compliance of all the grant requirements pertaining to the Community Services Department are met according to the grant agreements. Represents the department in the community by attending meetings of various boards, councils, task forces, agencies, organizations, etc. Additional Information Help for Additional Information. Knowledge, Skills and Abilities:
Knowledge of grant writing, management, and reporting processes. Knowledge of the organization and operations of local government agencies. Knowledge of county policies and procedures. Skill in developing and maintaining program assessment plans. Skill in operating a personal computer and software applications. Skill in following and effectively communicating verbal and written instructions/directives. Skill in working independently or as a team member. Skill in communicating effectively, both orally and in writing. Skill in communicating and enforcing policies and procedures. Skill in establishing and maintaining effective working relationships with elected officials, county staff, other agencies, contractors, and the public. Ability to oversee and direct the financial activities and personnel of the department.
Supervisory Controls:
The incumbent performs under the administrative supervision of the Deputy County Manager, who provides work assignments, instructions/directives, and explains overall job duties, responsibilities, and objectives. The work is normally performed independently; however, the supervisor is available for guidance on new, unusual, or contentious situations. The Deputy County Manager will spot check work for productivity, accuracy, and timeliness.
Working Conditions:
Work is performed in an office setting. Work schedule may include irregular hours. Travel may be required.

The incumbent of this position must comply with established safety guidelines of the County. Minimum Qualifications
  • Bachelor's Degree in a related field; and
  • Two (2) years of related experience; or,
  • Any equivalent combination of education and/or experience necessary to perform the duties of the position.
  • Minimum of one (1) year experience in a supervisory/management capacity.
Preferred Qualifications:
  • Substance prevention and treatment experience.
  • Three (3) or more years of experience in a supervisory/management capacity.
  • Bilingual (Navajo/Spanish)
  • Experience working in a county/local government environment.
  • Experience working in a broad diverse culture.
Certificates and Licenses:
Must possess a valid Driver's License at time of employment and be insurable for liability purposes; and the ability to possess a New Mexico Driver's License within six (6) months of hire date.
Conditions of Employment:
May be required to pass a post offer-of-employment physical examination.

Definition:
This position is in the Sheriff's Office, Patrol Division, and serves as a patrol officer performing a full range of law enforcement services and duties. The work of this position requires a high level of confidentiality.
Essential Job Functions:
The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent may not be required to perform all duties, and may be required to perform additional, position related tasks. The incumbent is responsible for the enforcement of Federal, State and local traffic and criminal codes, laws ordinances and statutes. Incumbent takes effective law enforcement action to prevent crime through an alert, visible law enforcement presence, to stop illegal acts as they occur, and to preserve the peace, safety and order within the community served. Works closely with other law enforcement agencies which include Federal, State, city, and Tribal organizations. Patrols areas of assignment in patrol vehicle, performing routine duties, investigating suspicious situations and taking appropriate action.
Examples include:
Building checks, stopping traffic violators and issuing citations, testing and arresting intoxicated drivers, assisting stranded motorists, checking abandoned vehicles, picking up abandoned minors and runaways, taking intoxicated persons into protective custody and clearing the road of injured or dead animals or other obstructions. Responds to trouble calls, either as first officer responding or as backup to another officer.
Examples include:
investigating accidents, family disturbances, burglaries, robberies, homicides, unattended deaths, property damage, vandalism, child abuse assault and battery, rape, search and rescue operations, crowd control, hit and runs, attempted suicides, etc. or conducts criminal investigations initiated either by the receipt of a complaint or as follow up to reports received by other deputies. Conducts investigations of accidents, felonies, misdemeanors, and minor crimes; call for backup and emergency vehicles, administers first aid, secures the scene, obtains physical evidence, seeks out and questions witnesses and suspects, takes detailed measurements and photographs. Issues citations or makes arrests, as appropriate. Prepares detailed investigative reports. Takes persons arrested into custody, books, fingerprints, photographs and files formal charges as necessary. Assists with service of Federal, State and local warrants, subpoenas and other court papers. Testifies at hearings and trials in Federal, State, local and Tribal courts; prepares and submits reports of incidents and traffic accidents, daily activities and other narrative and statistical reports as required. As needed the incumbent is assigned to serve or process a variety of civil papers, such as summons, subpoenas, eviction execution and restitution, etc. Makes every effort to locate person or persons to whom the papers are to be delivered wherever they happen to be found. Serves paper and attempts to obtain a signed receipt. If this is not possible, documents date and time of service. As a certified officer, handles the more sensitive or volatile situations such as writs of replevin or restitution where there is a court order to repossess specific property, dollar amounts or property of equal value. May be required to research County records to insure that property being seized is owned by the person being served. Prepares inventory of property and furnishes owner with copy. If no property is found, return the writ nullabona. Executes eviction notice when required including physically removing persons from premises.
Other miscellaneous duties include:
transporting prisoners both adults and juveniles and mental patients in town and in and out of state as required; coordinating traffic and/or crowd control for funerals, ceremonials, parades and other large gatherings; setting up and conducting road blocks to check for proper licenses or wanted persons; participating in drug raids and surveillance operations; responding to calls for assistance from sick or injured persons; delivering death and emergency messages; checking on the welfare of people who live in isolated areas; accompanying social workers in child abuse or battered family cases; checking illegal movement of livestock, cutting of firewood or poaching; conducting criminal investigations and; may provide on-the-job training to new recruits. Incumbent is required to pass annual/biannual firearms qualifications and complete all biennium training and advanced training as required by the Sheriff's Office and the New Mexico Law Enforcement Academy. Maintains uniform for a clean, orderly appearance. Maintains weapons and other equipment in good working order. Ensures that the assigned vehicle is cleaned and serviced periodically and that repairs are accomplished as needed.
