Job Description

DIVISION
Office of the Chief Court Administrator
CLASS DEFINITION
This class is accountable for providing expert advice and recommendations on complex legal and policy issues, assisting with the Director and Deputy Director of Legal Services' management of the Legal Services Unit, and providing guidance to legal staff.
SUPERVISION RECEIVED
Receives administrative direction from the Director and Deputy Director of Legal Services or other employee of higher grade.
SUPERVISION EXERCISED
Assists with the direction of Legal Services Unit staff.
EXAMPLES OF DUTIES
Provides expert advice and recommendations on complex legal and policy issues affecting the Branch; develops, implements and evaluates goals and objectives consistent with agency mission and policy; participates in the formulation of agency policy; administers collective bargaining agreements and makes personnel decisions, including staffing, hiring, firing, evaluation, promotion and training of employees; evaluates confidential information used in collective bargaining; provides guidance to Legal Services Unit attorneys on complex and difficult assignments; plans unit workflow and determines priorities; conducts legal research and drafts legal memoranda and opinions; represents the Branch in court and before administrative agencies; may oversee outside counsel in their representation of the Branch; negotiates and drafts contracts, license agreements, and other complex legal agreements for the Branch; drafts proposed changes to rules of practice; reviews and proposes legislation; assists with the management of the Legal Services unit; may review unit budgets, personnel, and equipment requests and make recommendations; meets with unit directors to review problems and develop solutions; maintains communications with unit directors to ensure compliance with directives from the Director and Deputy Director of Legal Services; prepares reports and correspondence; performs special projects as assigned; maintains contacts with individuals both within and outside of the Branch who might impact on unit activities; conducts or assists in conducting performance appraisals; reviews forms for legal content and efficiency and proposes revisions and the development of new forms; represents the unit or the Branch on a variety of committees; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, AND ABILITY
Considerable knowledge of law and legal process, legal principles, and practice; considerable knowledge of and ability to apply relevant state and federal laws; considerable knowledge of and demonstrated ability in legal research; knowledge of relevant agency policies and procedures; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; computer skills; considerable ability to analyze legal issues, present statements of fact, law, and argument.
EXPERIENCE AND TRAINING
General Experience:
Membership in the Connecticut Bar and four (4) years of experience in the practice of law.
Special Experience:
Two (2) years of the General Experience must have included litigation experience. This replaces the job specification for Attorney/Legal Services in pay group JE 36 approved effective July 14, 2000.
