Advices on the impact of changes in procurement laws, rules, and regulions to the acquisition function. Assists in representing the Government in bid protests before the Government Accounting Office by providing litigion support while exercising an in-depth knowledge of Government contracting and fiscal law. Provides legal advice to headquarters and subordine commands on highly complex mters reled to the Defense Transportion System (DTS). Provides oral and written advice concerning the interpretion and applicion of Federal and Ste stutes, DoD and Army regulions, and policies regarding diverse administrive and civil law issues. This position requires the incumbent be able to obtain and maintain a determinion of eligibility for a Secret security clearance for access for the durion of employment. Qualificions Who May Apply:

KSA's:

Qualificion Requirements:

The following minimum qualificion requirements must be met before applicants are eligible for further considerion: 1)

Educion:

Assignments require the first professional law degree (Bachelor of Laws (LL.B.) or Juris Doctore (J.D.)). Applicants for initial appointment into torney positions must be gradues of law schools accredited by the American Bar Associion the time of the applicant's graduion. The Army General Counsel may make an exception upon a showing th a candide possesses superior qualificions and th no well-qualified candides from accredited law schools are available. 2)

Bar Membership:

Applicants must be active members in good standing (as defined by the pertinent bar) of the bar of a Ste, territory, the District of Columbia, or the Commonwealth of Puerto Rico. 3) Professional Legal Experience GS-14: Applicants must possess more than three (3) years of professional legal experience after admission to the bar commensure with the duties of the position. 4) Time in Grade (current Federal employees): Candides selected for advancement will normally have completed least one year of service th is one grade lower than the position to be filled.
