POSITION SUMMARY:
Position is a professional experienced level. Provides legal services and representation on behalf of the Sheriff's Office in a variety of situations and settings.
ESSENTIAL FUNCTIONS
1. Responsible for representing the Sheriff's Office at any employee hearing boards. 2. Responsible for providing legal advice to the Sheriff and/or Sheriff's Office employees related to Sheriff's Office functions. 3. Responsible for representing the Sheriff's Office at any civil court hearing where Sheriff's Office personnel have written civil citations or other court documents that require a court hearing. 4. Legal review of all public requests for information 5. Advises the Sheriff of Cecil County on legal matters pertaining to the administration and operation of the law enforcement and corrections divisions. 6. Create and/or review all Memorandums of Understanding or Agreements involving the Sheriff's Office for legal sufficiency. 7. Coordinate with the Cecil County Attorney's Office, Local Government Insurance Trust, and/or Maryland Attorney General's Office on any litigation/issues involving the Sheriff's Office or its employees. 8. Works collaboratively with outside counsel retained for special representation. 9. Provide other legal services as assigned by the Sheriff or his designee.
KNOWLEDGE, SKILLS AND ABILITIES
1. Ability to perform requirements as specified in job descriptions for Sheriff's Office Attorney. 2. Must possess communications skills, both verbal and written. Must be able to express self in written and oral communications. 3. Possess a law degree and authorized to practice law in the State of Maryland. 4. Possess the ability to provide sound legal advice to the Sheriff and/or his employees. 5. Ability to complete any training required by the Sheriff's Office. 6. Possess a working knowledge of the Maryland Police Accountability Act, Statewide Police Disciplinary Matrix, Police Accountability Board process, and the Administrative Charging Committee process. Possess a working knowledge of courtroom decorum and the handling of civil cases in the courts. 7. Possess a working knowledge of creating and reviewing Memorandums of Understanding and Agreements for legal sufficiency. 8. Be able to use a computer and be able to type efficiently. 9. Be able to organize and manage the prosecution before employee Hearing Boards. 10. Review state and federal case law and be able to plan, prepare, organize, and teach training classes concerning legal issues affecting the Sheriff's Office.
EDUCATION AND EXPERIENCE
Education:
Juris Doctorate degree from an accredited School of Law.
Experience:
Currently authorized to practice law in the State of Maryland. Must be a member in good standing of the Maryland Bar Association and/or the Cecil County Bar Association.

CERTIFICATES, LICENSES AND REGISTRATIONS
Admitted to practice law in the State of Maryland. Valid Class "C" non-commercial driver's license. CJIS Security Training obtained/maintained within six (6) months of employment.
PROBATIONARY PERIOD
Individuals appointed or promoted to a position in this class will be required to serve a probationary period of six (6) months. Performance will be carefully evaluated during the probationary period. Continuation in this class will be contingent upon successful completion of the probationary period.
PHYSICAL AND ENVIRONMENTAL CONDITIONS
Position may require ability to handle difficult and challenging issues or people. Work demands occasional strenuous effort, such as handling moderately heavy boxes, equipment, or other materials. Sitting or standing for extended periods of time. Must be able to lift 20 pounds unassisted on an occasional basis.
CONDITIONS OF EMPLOYMENT
1. Prior to appointment, employees will be subject to passing and completing polygraph, extensive background investigation including but not limited to fingerprinting/criminal history/reference checking, drug screen, and medical examination. 2. Subject to random drug and alcohol screening. 3. Employees in this classification are essential as defined by Cecil County's Personnel Policies and Procedures Manual.
OTHER INFORMATION
1. This is a full time, exempt position. 2. Work is normally performed Monday through Friday during normal business hours. 3. Position is benefit eligible.

) Our generous leave package for permanent full-time County employees includes 12 to 27 days of annual (vacation) leave per year worked, depending on seniority, as well as 5 personal days each calendar year (prorated based on start date). In addition, Cecil County Government offers 12 paid holidays and 15 days of sick leave per year. Although more limited, Cecil County Government offers other forms of paid time off to a majority of our contractual and part-time staff. Our leave policies also adhere to the Family Medical Leave Act (FMLA). When you come to work for Cecil County Government, as a permanent County employee or eligible contractual employee, you and your eligible dependents may enroll in our medical, prescription, dental and vision coverage. Permanent classified employees are required to participate in the Maryland State Retirement and Pension Plan, a contributory defined benefit pension plan in which they are vested after ten years. There is a mandatory pre-tax 7% contribution. Public Safety employees are required to participate in the Cecil County Public Safety Pension Plan. There is a mandatory pre-tax 8% contribution. Employees may also participate in a Supplemental Retirement 457B Deferred Compensation Plan with a County match of $500 annually.
