Job Description

Assistant Solicitors, under the direction of the County Solicitor, provide legal counsel to County leadership and departments on a variety of transactional and litigation matters. The Office of the Solicitor has an immediate need for a junior- to mid-level attorney who possesses, or will develop, subject matter expertise in municipal contracts, procurement, Right-to-Know requests, and the Sunshine Act. The Assistant Solicitor will work closely with the county's Right-to-Know Officer, Deputy Solicitors, and outside counsel to analyze and respond to Right-to-Know requests and to participate in administrative appeals and related litigation. The Assistant Solicitor also supports county departments with contractual review and bidding and procurement compliance. The Assistant Solicitor reports directly to the County Solicitor and will perform additional legal tasks as assigned by senior attorneys. This position is ideal for public interest attorneys committed to ethical, transparent, effective, and efficient local governance and for those who would find reward in supporting the mission-driven public servants who run county departments by providing researched and reliable legal counsel related to their work. Analyze and respond to Right-to-Know requests. Participate in administrative appeals and litigation related to Right-to-Know requests. Under the supervision of the Solicitor and Deputy Solicitors, represent the County in state and federal courts and administrative proceedings. Advise County leadership on the Sunshine Act, Right-to-Know Law, and contractual matters. Work with outside counsel on various litigation and transactional matters. Perform legal research and prepare legal memoranda. Review and draft contracts as needed. Perform other legal tasks as assigned, providing legal support to the Solicitor, County Council, and County departments. Juris Doctor from an accredited law school. Member in good standing of the Pennsylvania Bar, or ability to waive into the Bar. Interest in developing expertise in municipal law. Demonstrated strong analytical, communication, and interpersonal skills. Ability to complete tasks independently and meet deadlines. Experience with Pennsylvania's Right-to-Know Law, the Sunshine Act, and/or contract law strongly preferred. Commitment to public service and ethical, open government.
