We are currently seeking:
An Assistant City Attorney to join our team. In this role, you will plan, coordinate, and perform a variety of professional legal functions on behalf of the City of San Angelo; provide legal advice to City departments and officials; conduct legal research and analysis; prepare a variety of legal documents; represent the City in litigation and/or other legal matters; and perform other related duties as assigned.
Job Responsibilities:
Performs a variety of professional legal work involving real estate, land use, eminent domain, labor and employment, civil service, health care, business transactions, regulatory compliance, and/or municipal law. Provides legal advice to City officials, departments, boards, commissions, and management personnel regarding contracts, leases, settlement negotiations, litigation cases, and/or other legal matters. Makes professional presentations before staff, boards and commissions, and the City Council, trains city employees in legal matters. Serves as a representative of the City Attorney's Office; attends and participates in City Council, board, and commission meetings; provides legal support and makes recommendations regarding City projects. Performs legal research and monitors case law, administrative regulations, Federal, State, and local statutes. Drafts resolutions, ordinances, policies, procedures, contracts, and real estate documents; prepares litigation documents including briefs, pleadings, and discovery responses and requests. Liaises and confers with outside legal counsel and/or other external parties regarding legal transactions or other activities involving the City. Represents the City in civil and criminal matters before judicial and quasi-judicial bodies, state and federal agencies, mediators, and arbitrators, including acting as a prosecutor in municipal court. Drafts and negotiates purchasing contracts on behalf of all City departments. Interacts with citizens and other governmental entities regarding various legal issues and matters. Prepares and maintains legal correspondence, memoranda, staff/litigation reports, and other types of departmental documentation. Assigns work activities and reviews the quality of work performed by legal support staff. Fills in for the Deputy City Attorney in their absence, as well as for the City Attorney in the absence of the Deputy City Attorney. The above duties are not intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Requirements and Skills:
Coordinating and performing a variety of professional legal work on behalf of the City. Assisting in facilitating the timely and effective resolution of legal matters involving the City. Serving as a legal advisor to City officials, departments, boards, and management personnel. Representing the City in litigation cases, mediations, and settlement negotiations. Performing legal research and preparing various types of legal documentation. Drafting and negotiating municipal contracts and leases. Supervising, leading, and delegating tasks and authority. Establishing and maintaining cooperative working relationships with other staff, City departments and officials, outside agencies, vendors, contractors, and the general public.
Minimum Qualifications:
Education and Experience:
Juris Doctorate's Degree from an American Bar Association-accredited law school; AND minimum two years of experience in the practice of law (municipal law or litigation experience preferred); OR an equivalent combination of education and experience.
Required licenses or certifications:
A license to practice law issued by the State Bar of Texas is required. Remain active with all Texas Bar annual requirements. Must possess a valid Texas Driver's License. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. If selected for this position, official proof of a J.D. degree and membership in the Texas State Bar is required as a condition of employment. Physical Demands /
