ABOUT THE CONNECTICUT HOUSING FINANCE AUTHORITY

ABOUT THE POSITION
The position is responsible for: documentation and closing multifamily financing transactions made pursuant to Chapter 134 of the Connecticut General Statutes and under other programs administered by CHFA including, but not limited to, federal low-income housing tax credits, single-family loans closed in-house, group home and supportive housing loan closings, state and federal emergency mortgage assistance loans, and real estate owned sale transactions; preparation of legal documents, closing of loans, and resolution of general legal matters involving existing developments under CHFA's multifamily housing portfolio and under the state-sponsored multifamily housing portfolio; preparation of contracts, requests for proposals and request for qualifications; assisting with legislative matters; reviewing documents in response to freedom of information requests; and the provision of general legal support and assistance to the General Counsel and Deputy General Counsel or Senior Counsel, senior management, and to staff of all CHFA departments as may be required to attend to the daily business, operation and mission of
CHFA. SUPERVISION RECEIVED
Receives direction from the Deputy General Counsel or a position of a higher grade.

POSITION SUMMARY
Provides general legal support for single-family program matters and all aspects of multifamily financing and tax credit programs, including conducting closings, addressing asset management matters, tax credit allocation matters, and other program matters. Interacts with legal department, finance department, multifamily and single-family staff to accomplish the timely provision of legal services and efficient accomplishment of CHFA objectives and mission. Provides legal assistance and support to General Counsel, Deputy General Counsel and/or Senior Counsel(s) with legal research, legal counsel, and the preparation of documentation regarding CHFA department requests, human resources matters, requests for proposals, and request for qualifications, contracts, structured finance matters, legislative matters, general CHFA governance, audit matters, single-family servicing matters, freedom of information matters, and general compliance or policy matters.
MINIMUM QUALIFICATIONS REQUIRED
Requires a Juris Doctorate degree and admission to the Bar of the State of Connecticut. Requires 5 years experience in the practice of real estate and/or finance law with working knowledge of commercial real estate finance and/or housing finance programs and structures.
OTHER REQUIREMENTS
Requires experience in a law firm or in a corporate or other organizational legal department. Requires extensive experience in preparation and review of loan documents and other legal documentation, including contract preparation. Requires scheduling and balancing priorities under time constraints. Requires strong working knowledge of commercial real estate finance and/or federal and State housing finance programs and structures. Requires daily decision-making in response to legal inquiries from CHFA staff and external parties. Requires high degree of written and verbal communication skills and familiarity with current office technology. Must have a strong understanding of real estate, finance & general governmental administration legal authority and general legal practice.
