Job Description

Governor's Office of General Counsel Assistant Counsel (Attorney 1 or 2) Office of the Budget Office of Chief Counsel - Harrisburg The Pennsylvania Governor's Office of General Counsel (OGC) seeks a licensed attorney to serve as Assistant Counsel in the Office of the Budget (OB). This position is in Harrisburg and will be classified as an Attorney 1 or 2 based on education and relevant job experience. OB is the fiscal manager for the Commonwealth's Executive Branch and is directly involved in the creation, management, execution, and auditing of the Commonwealth's approximately $100+ billion annual budget and spending. This position represents a unique opportunity for an entry-level lawyer, and it is eligible for a hybrid remote work schedule after completion of initial trainings. What You'll Do This Assistant Counsel role supports the Office of the Budget Chief Counsel across a wide range of legal and operational matters, including: Advising on the Commonwealth's General Obligation bond issuances, public financial disclosure requirements, and other financing transactions involving Commonwealth agencies and authorities; Representing OB in labor and employment matters before administrative agencies and tribunals, including the State Civil Service Commission, Pennsylvania Human Relations Commission, Unemployment Compensation referees, and the Equal Employment Opportunity Commission; Managing Right-to-Know Law matters by reviewing requests, preparing responses, and representing the agency in appeals before the Office of Open Records; Assisting with litigation involving OB and the Commonwealth, including drafting pleadings, responding to filings, and coordinating discovery; Supporting transactional and procurement work through the drafting and review of contracts and other agreements; and Providing legal research and counsel on a broad range of issues affecting agency operations, including state government operations, budget and fiscal law, tax law, and constitutional, statutory, and contractual interpretation. Who We're Looking For The successful candidate will demonstrate: A genuine interest in financial, bond, and transactional matters within the public sector; Strong legal research, analytical, and problem-solving skills, with the ability to translate complex issues into practical legal advice; Excellent interpersonal, written, and verbal communication abilities, along with sound professional judgment; Creativity, initiative, and discretion in identifying challenges and developing effective solutions; The flexibility and confidence to manage a diverse caseload both independently and collaboratively as part of a team; and The ability to build productive working relationships and operate effectively within both the legal community and a dynamic governmental environment.
Required Qualifications Applicants Must:
