About The Division:
Tax Policy Division's mission is to research and interpret tax policy and to provide accurate, consistent and timely tax information to taxpayers, tax professionals, state officials, Texas citizens and agency personnel.
Work Hours:
Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.
Qualifications:
Minimum QualificationsTax Analyst I:
Education:
Graduation from an accredited college or university with a bachelor's degree.

ExperienceTwo years in a position which required expert tax knowledge such as a Senior Accounts Examiner, Team Lead, Tax Trainer, tax auditor, or two years in a position with similar duties that required the candidate to draft documents for public dissemination, or three years' experience as a trainer, presenting to groups with the use of training aids such as PowerPoint. Similar duties include reviewing legislative proposals, drafting, or amending administrative rules, and/or drafting complex legal inquiries, responses, or memos.

Preferred ExperienceOne year experience specifically in Texas indirect taxes (sales and use tax, motor vehicle tax, etc.) or direct taxes (franchise, insurance, etc.) or experience drafting administrative rules at the local, state, or federal level.
Tax Analyst II:
Education:
Graduation from an accredited college or university with a bachelor's degree.

ExperienceThree years exceeding the job duties as a Tax Analyst I; two years as a Tax Accountant with a CPA certification; or three years in a position with similar duties that required the candidate to draft documents for public dissemination. Similar duties include reviewing legislative proposals, drafting or amending administrative rules, and/or drafting complex legal inquiries, responses, or memos.

Preferred ExperienceTwo years experience specifically in Texas indirect taxes (sales and use tax, motor vehicle tax, etc.) or direct taxes (franchise, insurance, etc.) or experience drafting administrative rules at the local, state, or federal level.
Tax Analyst III:
Education:
Graduation from an accredited college or university with a bachelor's degree.

ExperienceFour years exceeding the job duties as a Tax Analyst II; Three years as a Tax Accountant with CPA certification with experience in Texas state taxes or three years in a position with similar duties that required the candidate to draft documents for public dissemination. Similar duties include reviewing legislative proposals, drafting or amending administrative rules, and drafting complex legal inquiries, responses, or memos.

Preferred ExperienceThree years experience specifically in Texas indirect taxes (sales and use tax, motor vehicle tax, etc.) or direct taxes (franchise, insurance, etc.) or experience drafting administrative rules at the local, state, or federal level.
Tax Analyst IV:
Education:
Graduation from an accredited college or university with a bachelor's degree.

ExperienceFive years exceeding the job duties as a Tax Analyst III; four years as a Tax Accountant with CPA certification with experience in Texas state taxes or five years in a position with similar duties that required the candidate to draft documents for public dissemination. Similar duties include reviewing legislative proposals, drafting or amending administrative rules, and drafting complex legal inquiries, responses, or memos.

Preferred ExperienceFour years experience specifically in Texas indirect taxes (sales and use tax, motor vehicle tax, etc.) or direct taxes (franchise, insurance, etc.) or experience drafting administrative rules at the local, state, or federal level.
Tax Attorney I:
Education:
Graduation from an accredited law school with a Juris Doctor (JD) degree.

ExperienceLess than one year experience in legal work researching, analyzing, interpreting and communicating federal or state laws and an active law license in Texas.

Preferred ExperienceExperience specifically in Texas indirect taxes (sales and use tax, motor vehicle tax, etc.) or direct taxes (franchise, insurance, etc.) or experience drafting administrative rules at the local, state, or federal level.
Tax Attorney II:
Education:
Graduation from an accredited law school with a Juris Doctor (JD) degree.

ExperienceOne year as a practicing attorney, two years performing legal work researching, analyzing, interpreting and communicating federal or state laws, or the completion of an advanced Law Degree (LLM) or similarduties. Similar duties include reviewing legislative proposals, drafting or amending administrative rules, and drafting complex legal inquiries, responses, or memos.

Preferred ExperienceOne years experience specifically in Texas indirect taxes (sales and use tax, motor vehicle tax, etc.) or direct taxes (franchise, insurance, etc.) or experience drafting administrative rules at the local, state, or federal level.
Tax Attorney III:
Education:
Graduation from an accredited law school with a Juris Doctor (JD) degree.
Experience:
Two years or more as a practicing attorney or three years performing legal work researching, analyzing, interpreting and communicating federal or state laws.
Preferred Experience:
Two years experience specifically in Texas indirect taxes (sales and use tax, motor vehicle tax, etc.) or direct taxes (franchise, insurance, etc.) or experience drafting administrative rules at the local, state, or federal level.
Tax Attorney IV:
Education:
Graduation from an accredited law school with a Juris Doctor (JD) degree.
Experience:
Three years or more as a practicing attorney or four years performing legal work researching, analyzing, interpreting and communicating federal or state laws. Experience reviewing and editing the work product of others.
Preferred Experience:
Four years experience specifically in Texas indirect taxes (sales and use tax, motor vehicle tax, etc.) or direct taxes (franchise, insurance, etc.) or experience drafting administrative rules at the local, state, or federal level.

Licenses and CertificationsFor Tax Attorney I-IV, State Bar of Texas License is required.

SubstitutionsSubstitution of Experience for
Education:
One (1) additional year of full-time experience researching, analyzing, interpreting and communicating complex federal or state and local tax statues may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years).Substitution of Education/Certification for
Experience:
Certified Public Accountant (CPA) certification or a J.D. Degree may substitute for up to two (2) years of experience researching, analyzing, interpreting, and drafting documents related to complex federal or state and local tax statutes.

Licenses and CertificationsCertified Public Accountant (CPA) certification preferred.
Attorney I-IVEducation:
  • Graduation from an accredited law school with a Juris Doctor (JD) degree.
Experience:
  • Experience in legal work researching, analyzing, interpreting and communicating federal or state laws.
Preferred Experience:
  • One (1) year of work experience specifically in Texas state taxes.
  • Experience drafting administrative rules at the local, state, or federal level.
Licenses and CertificationsLicense in good standing to practice law in the State of Texas from the State Bar of Texas.

In this role you will:

Tax Analyst
  • Interprets tax statutes, rules, and policies regarding state tax for taxpayers, tax professionals, state officials, and agency personnel. Provides assistance to internal and external customers. Interprets requests for information; conducts research; consults with other section or agency personnel to draft written responses to basic taxability questions. Responds to phone calls.
  • Develops, reviews and evaluates division's tax related web content.
  • Drafts basic rules and rule amendments to reflect changes in legislation, hearings decisions, court cases, or agency policy in assigned tax.
  • Develops and presents basic training classes to internal and external customers, reviews, and evaluates training presentation; develop course outlines, training aids, and class materials. Conducts entry-level to intermediate tax courses.
  • Completes special projects and performs other related duties as assigned.
AttorneyThe Tax Policy Attorney:
  • Researches, Interprets and advises on tax statutes, rules, and policies regarding state tax for taxpayers, tax professionals, state officials, and agency personnel.
  • Provides assistance to internal and external customers.
  • Interprets requests for information; conducts research; consults with other section or agency personnel to draft written responses to basic taxability questions.
  • Responds to phone calls.
  • Drafts basic rules and rule amendments to reflect changes in legislation, hearings decisions, court cases, or agency policy in assigned tax.
  • Develops, reviews and evaluates division's tax related web content to reflect changes in legislation, hearings decisions, court cases, or agency policies.
