Incumbent provides AFSAT a single point of contact for answering legal questions arising from Internional designed programs. Applies knowledge of stutory and regulory law provisions, as interpreted by courts and administrive boards, to develop legal advice th best sisfies Air Force command priorities. Incumbent reviews complex contractual documents for legal sufficiency and compliance with applicable laws, regulions, and policy. Performs independent professional legal review of USAF Internional Training designed contractual documents, contractual forms, and specialized contractual provisions involving millions of dollars and the most difficult and complex issues of fact and law. Examines legal issues raised by requests for formal opinions and provides oral advice to AETC/IA and AFSAT personnel various levels on pertinent contract issues. Provides legal review, consultion, and advice on internional law issues, to include letters of offer and agreement, foreign military training agreements, off shore procurement, relionships with internional organizions, weapons system procurement, training and execution in the AOR, applicion of the Arms Export Control Act, and other internional legal mters. Maintains current knowledge of changing stutory and regulory guidance. Performs timely completion of administrive legal duties as assigned by AETC/IA and AFSAT leadership. GENERAL REQUIREMENTS
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Associion (ABA) and have the first professional law degree (LLB or JD). In addition, the time of applicion, you must provide proof, ded within four months of applicion, of "active" stus with a bar of the highest court of a Ste, U.S. commonwealth, U.S. territory, or the District of Columbia. Specialized Experience :
In addition to the basic requirement, you must have professional legal experience in excess of two (3) years th commensure with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES
(KSAs): Your qualificions evalued on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of Security Assistance and/or Security Cooperion Programs to include Foreign Military Sales (FMS), Foreign Military Financing and other DoD Grant Aid supported contracts, federal acquisition law (including but not limited to Systems Acquisition; Research & Development; and, Facilities contracting mters and the Fiscal, Taxion, Environmental, Anti-Trust, and Pents, Copyright, and Technical Da Rights aspects thereof). 2. Maintenance of a current license as an torney and counselor law in a ste or territory of the United Stes, the District of Columbia, or the Commonwealth of Puerto Rico. 3. Demonstred skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situions in light of the results of such legal research and general legal principles, and the preparion of written legal opinions and fraud remedies plans based upon such research and analysis. 4. Proven skill in effectively communicing, both orally and in writing. 5. Proven skill in using negotiion techniques to protect the Government's position in major acquisition actions.
