Job Description

The Richmond Redevelopment and Housing Authority Office of Compliance and Legal Affairs seeks an Associate Counsel to specialize in litigation and to handle civil cases in federal and state trial and appellate courts. The position will undertake other assignments as needed, defined in the job description. The successful candidate must be a member of the Virginia State Bar. Essential Duties and Responsibilities
  • Develops legal strategies and manages litigation, discovery, and legal document preparation.
  • Represents RRHA in landlord-tenant, LIPH, property management, and fair housing matters.
  • Provides legal guidance, ensures regulatory compliance, and responds to FOIA requests.
  • Collaborates with the General Counsel, coordinates outside counsel, and participates in committees and Board meetings. Job Competencies
  • Strong knowledge of Virginia law, local government law, federal regulations, and court procedures.
  • Skilled in legal research, finding, and drafting legal documents.
  • Effective communicator with strong relationship-building and problem-solving abilities.
  • Proficient with software such as Yardi, UKG, Microsoft 365, and related tools. Behavioral Competencies

  • Builds trust and provides responsive, practical legal guidance.

  • Applies strong analysis to support decisions and policy development.

  • Works effectively across teams and shares information openly. Education and Experience ( The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.
  • Juris Doctor from an ABA-accredited law school.
  • Experience managing complex legal issues and responsibilities. Other Qualifications
  • Licensed and in good standing with the Virginia State Bar; admitted to all Virginia courts.
  • Admission to the U.S. District Court for the Eastern District of Virginia and the Fourth Circuit preferred.
  • Valid driver's license with an acceptable driving record.
