This job is Unclassified. The Louisiana Office of Community Development (OCD) administers Community Development Block Grant Disaster Recovery and Mitigation (CDBG-DR andCDBG-MIT
) grants and other federal and state funding allocated to the State of Louisiana. These programs support long-term recovery, resilience, and mitigation for communities affected by Presidentially Declared Disasters. OCD's grant portfolio exceeds $20 billion and encompasses multiple federal awards, each containing numerous programs, funding activities, and implementation timelines. This is a professional position designed to provide analysis of disaster recovery programs and projects to ensure effective implementation of disaster recovery efforts administered by the Office of Community Development (OCD). This position provides support within a state agency environment, with primary responsibilities in property law matters, public records, and regulatory monitoring, and additional duties in program operations support. Work performed under the direction of legal counsel. Reports to LOCD Assistant Executive Director of Legal, Regulatory, and Compliance. The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricane Minimum Qualifications A baccalaureate degree, plus one year of full-time professional experience in government, regulatory compliance, transactional law, or real propertyPreferred Qualifications:
Experience working on Disaster Recovery or CDBG-related programs Louisiana civil law property experience Public records and subpoena response experience Experience maintaining a regulatory tracker or comparable horizon-scanning function Demonstrated experience maintaining complex matter files Experience handling privileged or confidential material Strong written communication skills, including drafting documents Job Duties and Other Information Essential Functions (Duties are illustrative and not comprehensive. Responsibilities may vary with individual assignment.) General Responsibilities Maintain conflict-of-interest, confidentiality, attorney-client privilege, work product, and information-handling protocols Property Law Support Research title documents, property records, and legal descriptions Assist with acquisition, disposition, and encumbrance issues related to grant-funded projects under attorney direction Review deeds, easements, rights-of-way, and other property instruments for completeness and route to counsel for legal sufficiency determination Coordinate with parish assessors, clerks of court, and title companies on property matters Support attorneys with property-related compliance documentation for federal programs Records Request Support Receive, log, and track public records requests submitted to the agency under the Louisiana Public Records Act and Subpoena Duces Tecum requests Coordinate with program staff and legal counsel to identify, gather, and review responsive documents Track timely responses within statutory deadlines and maintain a records request tracking log Maintain organized files of completed requests and agency responses for reference purposes Recognize material implicating attorney-client privilege or attorney work product; route such material to legal counsel; and do not disclose privileged or work product material in records responses, subpoena responses, or external communications without authorization from counsel Regulatory Tracking Monitor changes to federal and state regulations affecting program operations Track proposed rulemaking, final rules, and guidance documents from relevant federal agencies (HUD, FEMA, OMB) Maintain a current reference of applicable regulatory requirements and flag changes to legal staff Summarize regulatory developments and distribute to program teams as appropriate Support the agency's compliance posture by identifying potential regulatory changes for legal review Program Support (As Needed) Prepare correspondence and status updates for program leadership Draft and review internal procedures and standard operating documentsPosition-Specific Details:
