2026 Primary Purpose:
Provide accurate, timely, and legally compliant operational support to the Student Affairs department, campuses, students, and families in the areas of student records management, residency verification, enrollment documentation, student transfer processing, subpoena and legal records coordination, attendance compliance documentation, truancy court referral coordination, and campus data dissemination. Assist district and campus personnel in interpreting and applying relevant policies, procedures, FERPA requirements, compulsory attendance laws, and state and federal regulations. Serve as a responsive district liaison to parents, campuses, law enforcement agencies, court personnel, legal counsel, and outside agencies to support accurate records management, attendance compliance, and resolution of student welfare concerns. This position is locally funded through general operating (199) funds and carries primary responsibility for attendance compliance documentation and truancy court referral coordination under the direction of the Director, Student Affairs. Minimum Qualifications (Experience/Education/Certification): Bachelor's degree preferred; equivalent combination of education and directly related legal, records, or compliance experience will be considered. Minimum of three years of experience in student records management, legal records processing, enrollment operations, or a related field in a K-12 setting preferred. Knowledge of FERPA, Texas Public Information Act, and student records legal requirements preferred. Major Responsibilities:
Student Records & Legal Requests 1. Manage and respond to student records requests in strict accordance with FERPA, the Texas Public Information Act, district procedures, and applicable legal requirements; ensure timely, accurate, and confidential handling of all records-related communications. 2. Process subpoenas, court orders, and legal requests involving student records; coordinate responses with district leadership, legal counsel, campuses, and outside agencies in a timely and legally compliant manner. 3. Disseminate student data, reports, and records-related information to campuses and district departments in a timely, accurate, and confidential manner, ensuring compliance with FERPA and district data governance procedures. 4. Maintain physical and electronic records, case files, correspondence, and documentation for all assigned functions; ensure records are complete, organized, and retained in accordance with district policy and applicable law. Enrollment, Residency & Transfer Processing 5. Coordinate and verify residency documentation for student enrollment, including review of affidavits, custody documents, powers of attorney, and other legal records related to student placement; escalate unresolved residency concerns to the appropriate Coordinator or Director. 6. Process and support student transfer applications under the direction of the Coordinator, Title IX, Investigations & Transfers; assist with application intake, documentation review, family communication, campus coordination, and maintenance of transfer records. Transfer decisions and appeals are the responsibility of the Coordinator. 7. Coordinate and process enrollment paperwork for incoming and transferring students, ensuring all required documentation is collected, verified, and routed to appropriate campus and district staff. Attendance Documentation & Campus Liaison 8. Serve as the primary point of contact for attendance compliance documentation under the direction of the Director, Student Affairs; process and maintain documentation for cases involving excessive absences, unexcused absences, tardiness, and suspected withdrawal or dropout in compliance with Texas compulsory attendance laws. 9. Coordinate truancy court referral processes under the direction of the Director, Student Affairs; prepare required documentation, communicate with court personnel and legal counsel, and maintain accurate records for all truancy-related cases in compliance with applicable state law and district procedures. 10. Maintain and update PEIMS leaver documentation in coordination with the Director, Student Affairs and designated PEIMS staff; ensure accurate, timely recordkeeping for leaver tracking and compulsory attendance compliance reporting. 11. Interpret and communicate compulsory attendance laws and district attendance policies to students, parents, campus staff, and district personnel; escalate cases requiring intervention or home visits to the Coordinator, Student Attendance & Engagement or assigned Student Wellness Specialist. General Responsibilities 12. Communicate effectively with colleagues, students, and parents. 13. Follow Educator Code of Conduct & all policies, procedures, laws and State/Federal regulations. 14. Perform other duties as assigned. Special Knowledge/Skills:
Knowledge of FERPA, the Texas Public Information Act, and applicable legal requirements for student records management, confidentiality, and disclosure Knowledge of compulsory attendance laws, student enrollment requirements, and residency verification processes Skill in managing confidential legal documents including subpoenas, court orders, affidavits, and custody documentation Skill in working with Skyward and other student information and records management systems Skill in communicating effectively and professionally with parents, campus staff, legal counsel, law enforcement, and court personnel Ability to manage a high volume of time-sensitive, legally consequential requests with accuracy, discretion, and attention to detail Skill in working in collaborative team-based environments across district and campus departments General knowledge of all applicable district policies and procedures; ability to approach complex problems with discretion and sound judgment Supervisory Responsibilities:
