JOB DESCRIPTION
SUMMARY:
The Child Support Specialist manages a high-volume caseload (approximately 300+ cases) and independently performs technical and complex duties to implement and maintain the Child Support IV-D program. The role requires facilitating and expediting local, state, and federally mandated processes within strict timelines while delivering professional customer service and ensuring compliance with all applicable laws and regulations.
QUALIFICATIONS
  • Experience in child support enforcement, government systems, or debt collection preferred.
  • Knowledge of State/County procedures, court systems, Family Law terminology, and financial analysis (including tax records) is highly desirable.
  • Strong computer skills, including the ability to learn and use the Wisconsin KIDS system and other databases (CARES, CCAP, DOT, Clear, Prism, Quick, etc.).
  • Proficient typing and office equipment skills.
  • Excellent organizational, analytical, and time-management abilities with strong attention to detail.
  • Ability to work independently, prioritize, manage multiple deadlines, and adapt to changing assignments.
  • Professional customer service skills with the ability to interact effectively with individuals from diverse backgrounds.
  • High level of integrity, confidentiality, and accountability.
  • Must pass criminal background check, fingerprinting, and IRS/FBI adjudication for access to Federal Tax Information (FTI) per IRS Publication 1075.
EDUCATION and/or
EXPERIENCE
High school diploma or GED equivalent required. Associate degree in Social Work, Criminal Justice, Law, or a related field preferred.
ESSENTIAL DUTIES AND RESPONSIBLITIES
The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Deliver service to customers via phone, email, and in person.
  • Provide ongoing case management for child support enforcement program cases operated under Title IV-D of the Federal Social Security Act.
  • Interview parties, gather and analyze financial and case information, and recommend appropriate legal actions. Manage application process of child support, paternity or medical support orders and enforcement.
  • Perform locate efforts using various databases and tools.
  • Calculate support obligations, review financial records, and determine medical insurance availability per Wisconsin guidelines for financial hearings.
  • Draft, process, and e-file legal documents including motions, stipulations, orders, income withholding orders, and warrants.
  • Prepare cases for court, attend hearings, take notes, testify as needed, and negotiate settlements/stipulations with parents and attorneys.
  • Monitor payment compliance, enforce orders, and initiate enforcement actions (liens, license suspensions, account seizures, contempt referrals, etc.).
  • Process order reviews, modifications, and interstate cases.
  • Maintain accurate and timely documentation in KIDS and other systems; close cases per federal criteria.
  • Collaborate with courts, law enforcement, Department of Human Services, and other agencies.
  • Investigate and establish cases from referrals and interfaces (CARES, e-Wisacwis, etc.).
  • Handle Federal Tax Information (FTI) in strict compliance with agency, state, and IRS rules.
  • Provide backup support to team members and participate in required training.
