Job Description

The Parking Enforcement Officer incumbent will serve the City of Bloomington as an ambassador to its residents and visitors while enforcing parking control regulations as prescribed by ordinances and established policies. This job description is illustrative only and is not a comprehensive listing of all job functions performed. The following are essential duties for this position, performed with or without reasonable accommodation: Primary Patrols designated parking areas, including parking lot(s), metered areas, and limited parking and neighborhood zone areas. When required, prepares and issues citations (according to Title 15 in city code). Assists in training new officers, perform crossing guards duties and assist in special event set up. Collect monies from parking meters and/or perform daily meter maintenance. Must be able to record maintenance and updates information in meter software system. Takes all reasonable steps to maintain a safe work environment. Determines when it is necessary to contact Bloomington Police Department and effectively relays information when requesting assistance or reporting and incident/accident. Secondary Serves as crossing guard when necessary. Help move and place water-filled jersey barriers to provide public safety at on-street special events During inclement weather, incumbent may be requested to perform a number of tasks including office clerical duties. Other duties as required. High school diploma or equivalent, or a combination of education and experience that provides the knowledge, skills, and abilities to perform the duties of this position. One year of experience. in customer service or like field. Ability to apply local Title 15 parking ordinance to specific cases and situations, and ability to explain various ordinances to the general public. Knowledge of basic computer skills and the ability to operate standard office equipment. Ability to obtain a valid driver's license. Difficulty of Work Incumbent performs duties mainly outdoors, and is exposed to varying weather conditions, wet, humidity, noise, hazards, dangerous conditions, low/bright light, dust, and vehicle fumes during extremely hot and cold weather conditions. This includes exposure to sun, rain, snow, wind and ice.
Physical requirements include:
Standing, walking, reaching, bending, and repetitive motions daily. Light and medium physical work daily. Ability to lift up to 50 pounds. Ability to use of assigned citation writing equipment daily and any other city issued equipment. Daily driving (no CDL required) of assigned City vehicles. Personal Work Relationships May be subject to adversarial and extremely difficult situations in public encounters, including verbal abuse, and must respond with tact and courtesy. Daily contact with the public providing information to citizens and visitors concerning departmental and City policies. Ability to resolve conflicts and to maintain harmonious working relationships. Ability to handle multiple activities and interruptions while working within a team or individually. Maintains daily contact with supervisors.
