Purpose of Job The purpose of this job is to provide supervision associated with directing the overall operation of Probation Services at the shift or unit level. Duties and responsibilities include, but are not limited to, assisting the Deputy Chief and Chief in the daily operation of leading and coordinating ACCGov Probation Services; building trust and confidence internally; building trust and confidence within the community; assisting with budget development and financial administration;; and continuous initiation of operations and systems improvement. Job Related RequirementsWORK SCHEDULE
10 hours per day, four days per week, depending upon assignment. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy. Must possess a minimum of 90 quarter hours or 60 semester hours of post-secondary education or an Associate's Degree from an accredited college or university by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), or six years of experience involving probation, law enforcement, or criminal investigation, to include a minimum of one (1) year of experience as an Athens-Clarke County Senior Probation Officer; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Requires ability to meet and maintain current certification requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer's Standards and Training Act, and must additionally attend required supervision, leadership, and/or management training. Must complete either POST Supervisory Level I or ACCGov Stepping Up to Supervision Training within one year of promotion. Must possess a valid driver's license. Bachelor's degree preferred.Eligibility Requirements:
Minimum of one year of experience obtained at the rank of Senior Probation Officer. No disciplinary actions (excluding written counseling or reprimand) that resulted in two (2) or more suspension days without pay within the previous 12 months or sustained discipline that resulted in a suspension of five (5) or more days without pay or a demotion within the previous 24 months. The last two annual performance evaluations must be "Fully Meets" or above. The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Works to support the mission of the Clarke County Probation Services to support and defend the U.S. Constitution, protect and safeguard all life, and ensure the equal protection of rights for all. Provides leadership to assigned personnel and throughout the department; s upervises and evaluates assigned staff; handles all employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completing employee performance appraisals. Consistently produces and ensures work is completed within the scope of the vision and mission of the department through empowerment of decision-making at all levels within Probation Services. Provide supervision and training to probation officers in managing their caseload of probationers. Monitor the status of probationers' compliance with court ordered terms and conditions, determine the resources and official actions available to intervene if necessary; and perform other duties as assigned. May receive assignment to any unit, section, or division within Probation Services. Conducts direct supervision of probationers as needed for caseload management, including monitoring progress of probationers in complying with terms and conditions of sentences. Receives, reviews, prepares, approves and transmits applicable correspondence including but not limited to letters, reports, bulletins, electronic mail, and other documentation using various technologies including mobile computers and field reporting software; forwards as appropriate; performs other duties as technologies evolve; maintains files and logs; performs other managerial and leadership duties as may be necessary. Checks, reviews, and approves all reports, submitted during shift. Reviews such reports for accuracy, timeliness, and thoroughness. Attends departmental meetings, seminars, and training sessions as required to remain knowledgeable of governmental/departmental operations, to promote improved job performance, and to stay current with changing policies and procedures, codes, criminal/civil case law, and leadership practices. Inspects personnel for personal appearance and equipment readiness; ensures personnel have necessary equipment and resources to carry out mission, ensure safety of community, and safety of personnel. Performs random inspections of facilities, personnel and equipment and takes corrective action, as warranted. Investigates complaints of probation personnel; refers them to the appropriate supervisor or initiates internal investigations, if applicable. Confers with staff, probation personnel, and others as necessary to obtain information or resolve problems. Maintains current manuals, policies/procedures, bulletins, map books, etc. for reference and/or review; assists in preparing various compliance reports assisting with audits from MPOU. Responds to public complaints, questions, and/or problems in accordance with departmental guidelines and procedures; responds to questions, complaints and requests for information/assistance by telephone or in person from the general public, news media, court personnel, employees, officials, or other persons. Serves on special committees within the department, community, and the government as appropriate; serves as department liaison to private and civic organizations. Reviews requests for and inventories equipment needs; requests additional equipment as necessary; orders repairs of equipment as necessary. Compiles and analyzes data and statistics for trends and advises senior management of trends. Regularly participates in drug testing training, and alcohol & drug training, in order to provide proper supervision. Performs initial intake assessment of the probationers and their needs upon entering the program. Conducts office and home assessment meetings and interviews with probationers and family members to identify and address the presence of any risk factors. Facilitates and arranges the necessary education and counseling applicable to the offender/probationer's case; monitors attendance and compliance accordingly. Supervises the preparation of petitions and/or warrants that have been filed for probationers having violated the terms and conditions of their court ordered probation agreements. Appears in court to make recommendations regarding further action on cases; may involve making recommendations to the court. Act as liaison with prosecuting agencies, and other agencies within the courts and criminal justice system regarding probation status and updates. Assists in court security while in court, and in serving criminal warrants and civil process papers, including locating and identifying persons named in warrant, arresting and transporting subject, supports law enforcement agencies on an as needed basis. Attends and participates in various staffing, and group counseling sessions with probationers to increase the chances of a successful probation period. Regularly attends senior staff meetings regarding policies, best practices, procedures and protocol. Establishes and updates dispositional reports, summaries and case files, including all necessary legal documentation for revocation hearings. Assesses, collects and accounts for court imposed fines and fees as paid by probationers. May function in an on-call capacity to support law enforcement needs. Establishes appropriate location for community service requirements with each offender. Explains how to register and participate in any course work or assessments required by the court. Participates in continuing education to maintain professional competence and certification. Oversees staff to ensure professionalism of probation officers with probationers and court personnel. Interfaces with other law enforcement and criminal justice agencies and court personnel as necessary. Provides input into the development of the Departmental strategic plan, inclusive of short-term, intermediate, and long-term goals and objectives. Performs other duties as assigned. At the direction of or in the absence of, perform the functions of the Deputy Chief Probation Officer as follows: Plans and implements short and long-term goals, objectives, and strategies for specialized areas of operation to ensure efficient organization and utilization of allocated resources. Confers with judges in the establishment of mission, goals and objectives; apprises judges of progress toward and achievement of established mission, goals and objectives. Communicates department goals and objectives; monitors staffing levels and organizational structure for effective work performance and efficient resource allocation. Plans, allocates, and monitors time, people, equipment, and other resources for the County to ensure efficient organization and completion of work. Periodically reviews the collection and disbursement of court ordered monies to ensure monies are collected in a timely manner and according to applicable procedures. Coordinates effective communications and provides representation for various external entities, including public speaking as required, i.e., State Attorneys, Public Defenders, the judiciary, Corrections, County services, the Sheriff's Office, the media. Prepares reports and documentation applicable to area under charge, i.e., statistical, planning, and project reports; budget projections, payroll reports, purchase orders, performance appraisals. Participates in the development of budgets associated with department operations; develops, recommends and administers budgets specific to assignment area; ensures adherence to approved budgetary parameters. Supervises all employees of county probation office; handles all employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals. Conducts case reviews with probation staff and makes recommendations on management of cases. Ensures adequate number of personnel is assigned to court intake at plea sessions, trials, preliminary and other hearings. Performs planning, scheduling, and assignment of daily administrative operations for the office's clerical and fiscal activities. Plans, organizes, assigns, reviews, and controls work production and activities, to include procedures, allocation of resources, problem resolution, and training of employees; provides leadership and monitors accomplishment of mission and short and long-term goals and objectives. Implements audit controls and systems for reviewing tasks, procedures, unit efficiency and effectiveness, and staff training and development. Monitors case assessments, referrals to community resource agencies, and individual counseling sessions according to established guidelines to ensure that probation officers are assisting probationers to become law abiding, productive citizens. Thoroughly develops and implements local procedures as needed for processing all case materials. Advises personnel of new procedures and assists in implementation of such, as needed. Prepares operating/grant budget(s); approves purchase orders for supplies and equipment; monitors expenditures to ensure adherence to established budgetary parameters. Provides information, advice and feedback or assistance to others within the assignment area and department to refine work outputs or resolve problems.
