Job Description

Summary:
The primary responsibility of the Clinton County Juvenile Probation Officer is to guide and supervise juveniles between the ages of 10 through 17 who have been referred by local police after committing a crime. Juveniles may remain under supervision until the age of 21 if they committed a crime prior to the age of 18. The term "supervision" primarily means that Probation Officers attempt to ensure that juveniles adhere to the rules and regulations of probation. When a juvenile is placed at a residential facility, Probation Officers visit the juvenile on a monthly basis and ensure that the juvenile is receiving appropriate treatment. The duties of a Probation Officer are performed under the direction of the Chief Adult/Juvenile Probation Officer. To achieve proper supervision, Probation Officers shall have contact with juveniles in the office, school, home and residential placement when appropriate. Referrals for treatment, evaluations, and community service, etc. are made at those meetings and other issues are dealt with. Probation Officers conduct social history investigations for the Courts as an aid for appropriate disposition. Detailed records of client contacts and their progress under supervision are required. Frequent review of all cases with the Chief Adult/Juvenile Probation Officer is also required. At times, Probation Officers are required to participate in the arrest and transportation of juveniles who violate their supervision. Depending on the situation, local police support may be necessary when taking someone into custody. Thorough training is provided before an officer participates in this facet of the job.
Essential Functions:
The following duties indicate the general nature and level of work performed by a Juvenile Probation Officer. They are not designed to contain or be interpreted as a comprehensive inventory of all duties, responsibilities and qualifications required of this position. Other duties may be required or assigned at any time by the Chief Adult/Juvenile Probation Officer or the Court. Supervise a juvenile caseload of Probation, Residential Placement, Consent Decrees, or Informal Adjustment to ensure that he or she is abiding by conditions of supervision and following his or her case plan. Conduct intake interviews with juveniles and parents/guardians and make disposition recommendations to be reviewed by the Chief Adult/Juvenile Probation Officer. Complete a Massachusetts Youth Screening Instrument version 2 (MAYSI-2) screen on all youths during intake interview and take immediate action or make appropriate referrals if deemed appropriate. Complete a Youth Level of Service (YLS) assessment on all youth and develop a case plan. Review Written Allegations from police departments and file Juvenile Petitions. Prepare a Petition for Revocation when necessary and clearly detail each violation. Complete Summons and schedule court hearings through the Court Administration Office. Ensure all involved parties have necessary documents and notice of scheduled court hearing. Notify the District Attorney's Office in writing of all recommendations prior to scheduled court hearing. Attend court hearings and testify when necessary. Conduct social history investigations by consulting with the juvenile, parents/guardians, victims, treatment providers, and others who may have an interest in the case. Make referrals for psychological evaluations and ensure that all recommendations are followed. Ensure that the juvenile makes payments or completes community service toward his or her financial obligation, including restitution. Periodically drug test juveniles to monitor compliance with conditions and coordinate drug and alcohol rehabilitation when needed. Document all contacts, court hearings, etc. in the Pennsylvania Juvenile Case Management System (PaJCMS). Visit youth in residential placement on a monthly basis and ensure that appropriate treatment and aftercare is arranged. Work closely with Clinton County Children & Youth Services on all cases that are ordered by the Court to be Shared Case Responsibility (SCR). Prepare a variety of reports, memorandums, or other documents to the Court and all parties. Detain and transport juveniles who are in violation of their supervision or are eligible for detention under the Juvenile Act. Maintain availability while on call to respond to emergency situations. Monitor adult and juveniles during community service projects after normal business hours to ensure the project is completed efficiently. Meet regularly with the Chief Adult/Juvenile Probation Officer to discuss the progress of juveniles under supervision. Attend a minimum of 40 hours of training annually and stay abreast of changes of law, regulations, and policies. Perform similar or related duties as required. Comply with all personnel policies of the Court.
