Job Description

Supervisory U.S. Probation Officer•Court Services Court Name/Organization Puerto Rico Probation and Pretrial Services Overview of the Position The Supervisory U.S. Probation Officer is responsible for supervising work related to the full range of probation officer law enforcement duties and probation services support and technician staff. The incumbent should have a command or be able to acquire command of local and national policy, Judicial Conference policies, including the Guide to Judiciary Policy and Procedures. The incumbent should possess the ability to work with law enforcement agencies at different governmental levels, community service providers, and other Courts, and be skilled in applying various statutes and implementing regulations. The incumbent possesses the ability to perform all the duties/responsibilities required of the personnel directly supervised; develop or accept recommendations from subordinates to increase productivity/quality; keep subordinates informed of the policies and procedures of the organization as a whole; assure equity among subordinate units in terms of performance standards, rating techniques of employees and work performed; recommend or advise superiors on proposed changes to enhance the overall capability/productivity of the total organization; handle interpersonal relationships judiciously and empathetically assist with employee problems and conduct disciplinary actions when required. The Supervisory U.S. Probation Officer leads by example serving as a role model, demonstrates mature judgment, capacity, skills and self-perceived ability to assess and manage emotions and those of others and the group; technical excellence, policy execution, staff development, and maintains a service-based viewpoint; shall be knowledgeable in the full range of operations and services to the Court, and public. Must comply with the Code of Conduct for Judicial Employees and with other court confidentiality requirements. The Supervisory U.S. Probation Officer must possess strong knowledge and experience of case investigation and supervision strategies, monographs, and statutes; utilize evidence-based principles and data in making decisions and supervising Persons Under Supervision, application of sentencing guidelines, conducting legal research and applicable case law, and knowledge of the roles, responsibilities, and relationships among the Federal Court, U.S. Parole Commission, U.S. Marshals Service, U.S. Attorney's Office and the Federal Bureau of Prison. This position is responsible for the quality of all presentences, pretrial, and/or bail investigation services, investigation and supervision techniques, of a unit comprised of probation officers, or probation services support or technicians in the Community Supervision or Court Services and shall also manage a variety of administrative and operational duties. This position requires integrity, initiative, teamwork, creativity, flexibility, dedication, and loyalty to the district's mission. •CL 30/61 Salary $85,141•$163,535 Announcement Number 2026-07 Position Description The Supervisory U.S. Probation Officer job responsibilities include, but are not limited to: Supervising probation officers, assistants, probation services support or technician staff in their duties, including coordination of assignment of work, establishing standards, evaluating performance, enforcing policies/procedures related to the officer's work product and conduct, handling minor infractions, and recommending disciplinary actions. Assesses and documents officers' performance against established goals and objectives utilizing all available work tools including
PACTS/PACTS 360/DSS
reports and other available resources within specific rating periods. Participates in the hiring interview process and makes recommendations of personnel actions such as work improvement plans, grievances, promotions, and other human resources functions to the Deputy Chief and Chief U.S. Probation Officer. Confers with staff to provide direction and assistance on cases and with general operational procedure. Receives, prioritizes, and assigns work to staff, ensuring that work is assigned fairly and equitably. Establishes schedules and deadlines for completion of work. Reviews and edits written work, including the approval of pretrial services reports, presentence investigation reports, and supervision of case plans submitted to the court. Ensures that recommendations made by officers to the court adhere to local and national policy guidelines. Ensures adequate coverage for office activities, court appearances, etc. Develops recommendations and advises the court on appropriate issues. Assists the Chief U.S. Probation Officer, Deputy Chief and Assistant Deputy Chief in the formulation and modification of office management policies. Answers procedural questions for judges, staff, and the public. Provides customer service and resolves difficulties while complying with regulations, rules, and procedures. Always demonstrates sound ethics and good judgement. Must handle confidential and sensitive information appropriately. Performs all duties of a probation officer, including investigating and/or supervising persons under supervision and authoring Presentence and/or Bond Report. Serves as a resource officer for officers and other staff to assist with performing work successfully and efficiently. Conduct regular team meetings to discuss policy updates, case strategies, and training programs for officers and staff. Provides training and orientation for new staff members. Monitors time and attendance, evaluates and approves leave requests. Will assist with the Law Enforcement After-Hours Emergency Contact Line duty coverage. Participate in district, national initiatives and projects to continually improve effectiveness in serving stakeholders and encouraging such participation among unit employees. Qualifications The incumbent should: To qualify at the CL-29 level, the applicant must possess a minimum of three years of specialized experience as a United States Probation Officer, including at least one year at the CL-28 level. To qualify at the CL-30 level, the applicant must possess a minimum of three years of specialized experience as a United States Probation Officer, including at least one year at the CL-29 level. Preferred qualifications•Five years of comprehensive specialized work experience in Bail Investigations, including combined experience in the preparation and revision of Bail and Presentence Reports. Managerial Experience•to qualify at this level, applicants must meet the above experience requirements. In addition, the applicant must have experience and skills in dealing with others in person-to-person work relationships, the ability to exercise mature judgment, a thorough knowledge of the basic concepts, principles, and theories of management, and the ability to understand the managerial policies applicable to the court unit involved. Fluency in English and Spanish languages (written, oral and translation) and must have the ability to communicate orally and in writing, clearly and concisely, with a variety of persons such as Judicial officers, Attorneys and Persons Under Supervision. Must have knowledge in the use of Windows, MS-Word, Excel, or any other MS Windows-based software approved for office use, and computer literacy. Possess excellent organizational skills. Possess ability to work under pressure, deadlines, due dates, etc.' Must not be under disciplinary action or performance improvement plan (PIP) within the last 12 months. Must have satisfactory performance evaluations for the past three years. Must possess a Bachelor's degree from an accredited college or university with specialization in a field of academic study, such as criminal justice, criminology, psychology, sociology, human relations, social work, counseling, or public administration.
