Probation Program Manager General Definition and Conditions of Work:
This position provides community corrections supervision of individuals charged with misdemeanor and class 5 and 6 felony charges in the 16th Judicial District of Virginia. Work is performed under the supervision of the Local Probation Program Manager, Assistant Director and Executive Director. This position is located in our Charlottesville, VA office location. Work involves risk to personal safety due to close contact with the individuals on supervision in a community corrections setting. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment. This is primarily sedentary work requiring the ability to type and operate a computer. Vocal communication and the ability to convey information and or detailed instructions accurately, loudly, and quickly is required. Hearing is required to perceive information at normal spoken word level. Visual acuity is necessary to analyze written or computer data and to observe general surroundings and activities.
Essential Functions/Typical Tasks will include:
1. Provides supervision of people placed on Local Probation supervision including: urine screening, community service placement, treatment referrals, and any other court ordered activity. 2. Supervise all cases per Evidence Based Practices, supervision guidelines and standards as set forth by the OAR-Jefferson Area Community Corrections Standards of Operation and the standards set forth by the Department of Criminal Justice Services. 3. Provide written reports and verbal testimony to area courts regarding the status of the person on supervision, including but not limited to: show cause hearings, probation violation hearings, and successful closures. 4. Maintain a current list of community resources and contact persons to facilitate offender placement where appropriate. 5. Establish payment schedules, and documentation of payments related to restitution and court costs. 6. Provide assessment, referral and coordination of services with community based agencies and other in house services. 7. Submit monthly statistical reports and summaries of caseload activity as required by program supervisor. 8. Maintain individual supervision files and computer database management system with documentation of all contacts and correspondence. 9. Adapt, modify and change in accordance to "best practices" as they are implemented within OAR-Jefferson Area Community Corrections. 10. Treat all people with respect and display a professional demeanor that is conducive to motivating the offender to change. 11. Share responsibility with all staff for the successful operation of this agency. 12. Represent OAR-Jefferson Area Community Corrections positively in public at all times. 13. Perform related tasks as required.
Knowledge, Skills and Abilities:
Possess general knowledge of the criminal justice system, probation, law enforcement etc. Possess general knowledge of human behavior, social science and rehabilitative techniques and objectives. Possess the ability to establish and maintain positive working relationships with the courts, legal, law enforcement, clients, victims, families and the general public. Possess the ability to establish and maintain positive and collaborative working relationships with coworkers, administrative and management staff. Possess the ability to communicate effectively both orally and in writing. Ability to learn and apply new techniques and skills as trained. Ability to utilize a computer, email, word processing and database management system.
Education and Experience:
Any combination of experience equivalent to graduation from an accredited four-year college or university with major course work in criminal justice, sociology, psychology, counseling or some related field.
Special Requirements:
Possession of a valid driver's license. Possession of or ability to acquire
VCIN/NCIC
certification. Possess means of transportation to meet the necessary job requirements. Must meet and maintain the minimum qualifications for the position established by OAR and the Commonwealth of Virginia.
