$6,665- 8,966 Monthly Position CP08 Law Enforcement Notification Unit Tumwater, WA The Department of Corrections (DOC) has one permanent, full time Corrections Specialist 4 (CS4) opening available in the Law Enforcement Notification Unit.
Position CP08 is located in Tumwater, WA. The Department of Corrections' (DOC) Mission Statement is to improve public safety by positively changing lives. This position exists to support that mission by conducting thorough file reviews and actuarial risk assessments (when appropriate) on sex offenders, kidnappers, and other high-risk offenders for the Washington State End of Sentence Review Committee (ESRC). The ESRC utilizes this information to designate sex offender community notification levels, refer offenders for civil commitment under RCW 71.09, and make other recommendations and referrals to internal and external stakeholders as deemed appropriate. This position also improves public safety by completing and distributing notification bulletins and supporting materials on these offenders prior to their release. The notification process prompts law enforcement to notify the public of the presence of these offenders in their communities when appropriate, enables other stakeholders to take protective measures for community members who may be affected by the offenders' release, and notifies those who will be providing services for the offenders as needed. The work schedule for this position is Monday through Friday, 8:00 am to 4:30 pm. Work hours are determined by unit needs and are at the discretion of the unit supervisor. Duties This position contributes to the Department of Corrections (DOC) mission to improve public safety by securely, safely, and humanely transporting incarcerated and/or supervised male and female individuals to and from prison facilities, work release facilities, field offices, jails, and other secure holding facilities (including out-of-state locations) as directed by the Department and/or other criminal justice partners.
Duty:
Complete a comprehensive case review of electronic records and file material of designated sex offenders, kidnappers, and other high-risk offenders releasing from a DOC facility to present to the ESRC.
Tasks include:
Identify and request additional information as needed to complete the case review. Create a written summary (draft file review) incorporating court documents, criminal history, treatment reports, psychological reports, offender information, community concerns, potential threats, and other relevant materials to present to the ESRC. Complete complex actuarial risk assessments, when appropriate, to include but not limited to the Static-99R. Monitor assigned offenders after ESRC review. Update the file review document and packet as needed. When new or concerning information is discovered or becomes available that may affect the assigned risk level or previous ESRC decision, bring the case back before the ESRC for re-review. When an offender has been referred for civil commitment under RCW 71.09, review additional information to include the institution file, field file, and the Forensic Psychological Evaluation. Incorporate information into the draft file review/release bulletin as needed. Notify the ESRC/Civil Commitment Program when an Offender Release Plan (ORP) is prematurely approved in the field As scheduled or in the absence of the program manager, serve as a voting member on the ESRC and/or Juvenile Rehabilitation Administration (JRA) ESRC. Ensure that potentially sensitive issues and community concerns are brought to the attention of the LEN (Law Enforcement Notification) Program Manager/designee in a timely manner. Respond to emails, letters, or telephone calls from law enforcement, Child Protective Services, agency staff, and offender families regarding notification issues, risk levels, and scoring rationale on releasing sex offenders. Ensure inter-rater reliability of the actuarial risk assessments through discussion with peers, supervisor, and monitoring for scoring rule changes, clarifications, and frequently asked questions via Static99.org website. Be available to the ESRC and respond to questions/concerns regarding the scoring of actuarial risk assessments.
Duty:
Notify law enforcement and other agencies as identified by the ESRC of the offender's release.
Tasks include:
Convert the draft file review into a sex offender notification bulletin or Law Enforcement Alert (LEA) prior to offender's release. Review electronic DOC records from the last time the case has been reviewed by the ESRC. Review and update actuarial risk assessments where appropriate. If new/updated information would change the original ESRC level or create a concern that would cause the ESRC to reconsider their original decision, immediately staff case with the LEN Program Manager to determine if the case needs to be re-reviewed by the ESRC. Determine if there are any concerns with a proposed residence location or household members based on the offender's risk. If applicable, ensure the assigned case manager is aware of noted concerns and follows DOC policy 350.550 (Reporting Abuse and Neglect Mandatory Reporting) and makes the proposed sponsor aware of
RCW 9A.42.110
(Leaving a Child in the Care of a Sex Offender). Distribute the sex offender bulletin or law enforcement alert to include supporting documentation and letters of identified threats or concerns to designated corrections staff, law enforcement, and other stakeholders identified by the ESRC or as deemed appropriate after consultation with the LEN Program Manager. These stakeholders include, but are not limited to Child Protective Services, Developmental Disabilities Administration, Victim Services, and/or Adult Protective Services. Serve as a department liaison with agencies regarding the release/notification process.
Duty:
Provide expertise and collaborative assistance in the facilitation of the Community Custody Board (CCB).420 Hearing process.
Tasks include:
After compiling the ESRC file review packet and completing the draft ESRC file review, ensure a COPY of the ESRC file review packet is provided to support staff to be redacted per "In re Sinka" exceptions. Monitor and review the .420 hearing dockets from the Indeterminate Sentence Review Board (ISRB). Request and review the most current treatment records and the offender's electronic file. Update the actuarial risk assessments and draft ESRC file review as needed. Bring the case back to the ESRC for a re-review as soon as possible if new/updated information would change the original ESRC level or create a concern that would cause the ESRC to reconsider their original decision. Prepare a letter to the ISRB that articulates the offender's risk level review process, associated sexual recidivism rate, risk assessment changes since the original ESRC review, and recommended crime related community custody conditions if released. Submit letter, file review packet, and file to the LEN Program Manager for review and signature. Ensure the hearing packet is processed and delivered to the ISRB and institution staff in a timely manner to allow for the offender's review of the hearing packet prior to the scheduled hearing. Upon completion of the hearing and receipt of the
ISRB .420
hearing Decision and Reasons (D&R), document the outcome of the hearing in OMNI. Repeat the above noted process as needed for each subsequent hearing until the ISRB finds the offender releasable or the offender reaches his statutory maximum sentence date.
Qualifications Required qualifications:
Certification and practical experience int the application or administration of actuarial risk assessment instruments developed for use with sexual offenders to include the Static 99R or Dynamic SupeNision Project (DSP)•. Certification would include completion of USER Level Static 99R or Dynamic SupeNision Project (DSP) actuarial risk assessment instruments. Practical experience would include the assessment of a minimum of 10 "real-life" cases utilizing one or more of the actuarial instruments listed. Dynamic SupeNision Project actuarial risk assessment instruments consist of the Static99R, Stable 2007 and Acute 2007. AND A total of seven (7) years (full-time or equivalent) as a case manager within the Washington State Department of Corrections; OR seven (7) years (full-time or equivalent) of professional case management
- experience in adult or juvenile corrections or closely related field which includes at least three of the following: Making field visits Writing reports Assessing cases and making recommendations Referring people to appropriate resources Presenting cases in court or hearings A Bachelor's degree in sociology, social work, psychology, criminology, or closely related field may substitute for four (4) years of experience and a Master's degree may substitute for six (6) years of the required experience.
Degrees must be from a college or university whose accreditation is recognized by the Council for Higher Education Accreditation (CHEA) or the US Department of Education, or foreign equivalent.
