Tribal Safety and Community Outreach Manager Wilton Rancheria Elk Grove, CA Job Details Full-time 1 day ago Qualifications CPR Certification First aid High school diploma or GED Driver's License First Aid Certification State-specific police officer certification Full Job Description Position Summary Under the general supervision of the Executive Director, the Tribal Safety and Community Outreach Manager is responsible for leading a wide range of high-level, confidential, and strategic administrative functions in support of Wilton Rancheria's Peace Officers and departmental operations. This management-level role oversees compliance, supervises program development, and manages complex projects related to Tribal public safety initiatives, including Missing and Murdered Indigenous Persons (MMIP) cases. Roles and Responsibilities Deliver high-level strategic and administrative support to Tribal Peace Officers in the departmental operations. Lead and manage day-to-day departmental operations, including oversight of funding agreements, grant compliance, and MMIP case coordination. Lead and coordinate project teams and volunteers to effectively achieve departmental objectives. Serve as the primary liaison with external partners and agencies holding formal agreements with the Tribe. Cultivate and expand partnerships with tribal organizations, crisis centers, and stakeholders focused on MMIP. Ensure accurate, compliant documentation and reporting in alignment with records management policies. Lead the development and implementation of the Tribe's MMIP response program in coordination with interagency agreements. Represent the department in meetings with state and regional law enforcement partners. Oversee the management of multiple funding streams and ensure compliance with grant requirements and budget guidelines. Direct the preparation of grant applications, including budget narratives and financial documentation. Manage departmental financial processes, including budgeting, invoice tracking, and accounts receivable. Organize and coordinate training sessions, departmental meetings, and external stakeholder engagements. Draft and edit high-level documents, including reports, memoranda, presentations, and correspondence. Safeguard confidential and sensitive information with the highest level of discretion. Perform other managerial duties as assigned to support departmental and Tribal objectives. Knowledge, Skills, and Abilities Demonstrated knowledge of law enforcement program design, implementation, and evaluation. Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Publisher) and applicable databases. Strong written and verbal communication skills with the ability to compose professional documents and reports. Cultural sensitivity and the ability to serve Tribal communities with respect and competence. Proven leadership in building cross-sector collaborations and partnerships. Excellent time management, organizational, and prioritization skills to manage multiple initiatives. Ability to exercise sound judgment and professional integrity in complex situations. Self-motivated and capable of working both independently and as part of a team. Familiarity with POST standards and the operational needs of tribal or municipal law enforcement programs. Experience managing grants and budgets with attention to detail and regulatory compliance. Working knowledge of domestic violence resources, regional crisis services, and referral networks. Capacity to provide internal and external referrals aligned with public safety and community needs. High school diploma or equivalent required; Bachelor's degree in criminal justice, public administration, social work, or a related field preferred. Completion of a certified law enforcement training program or academy is required. Minimum of three (3) years of progressively responsible experience in program management or public safety administration required, preferably with California Tribal communities. Minimum of two (2) years of experience in program development or law enforcement-related initiatives required. Knowledge of Public Law 280 (PL 280) and jurisdictional frameworks preferring Tribal law enforcement. Valid driver's license, reliable transportation, and eligibility for coverage under the Tribe's vehicle insurance are required. Must pass a pre-employment drug screening and remain compliant with ongoing random drug testing. Availability for evening and weekend events related to public safety or community outreach is required. First Aid and CPR certification or obtained within six (6) months of hire. Must be able to lift and transport materials weighing up to 25 pounds. Hiring Preference Policy Among qualified candidates, hiring preference will be given to Wilton Rancheria Tribal Members, followed by spouses of Wilton Rancheria Tribal Members, and then to other Native Americans. All applicants claiming Indian preference must submit valid documentation verifying their Native American heritage.
