Job Description
Collier County is seeking a technically strong and operationally focused Environmental Health & Safety Manager to lead a comprehensive, countywide safety and compliance program. This position plays a central role in protecting employees, the public, and County assets by integrating safety into daily operations, capital projects, and organizational culture. This is a hands-on leadership role responsible for program development, regulatory compliance, training, and field engagement across diverse service areas including public works, utilities, fleet, and facilities. The Environmental Health & Safety Manager plans, directs, and actively participates in occupational health, safety, and environmental programs designed to reduce injuries, ensure regulatory compliance, and support safe, efficient service delivery. The position oversees key compliance programs including CDL, Drug & Alcohol testing, and Maintenance of Traffic (MOT), while supervising staff and coordinating safety efforts across departments. Key responsibilities for this position are as follows: 1.
Safety Program Leadership:
Develops, implements, and continuously improves occupational health, safety, and environmental programs. Establishes practices, procedures, and action plans to prevent injuries, illnesses, and operational losses. Interprets and applies complex federal, state, and local regulations. 2.Safety Training & Workforce Education:
Oversees the design and delivery of in-person and virtual safety training programs, including general workplace safety and hazard recognition; equipment operation and heavy equipment safety; confined space entry and lockout/tagout; hazard communication (HazCom) and PPE; emergency response and incident prevention. 3. Maintenance of Traffic (MOT) Program Oversight- Is responsible to administer the County's MOT program, including fleet and driver safety programs, workplace certification, compliance monitoring, and enforcement. Also responsible to develop and maintain training materials, practices, and safety communications. Conducts inspections of work zones and addresses safety concerns for County and contractor projects. 4. CDL & Driver Safety Compliance
- Manages the County's Commercial Driver's License (CDL) program. Ensures compliance with FMCSA and Florida CDL regulations. Oversees driver qualification files, motor vehicle record monitoring, and accident tracking. Coordinates driver safety and remedial training programs. 5. Drug & Alcohol Program Administration
- Serves as the County's Designated Employer Representative (DER).
- Develops and annually reviews Job Safety Analyses (JSAs) for County operations. Conducts routine inspections of County facilities and operations to identify and mitigate risks. Investigates complaints related to safety hazards and work zone conditions. 7. Incident Investigation & Risk Reduction
- Leads investigations for employee injuries, vehicle incidents, and public-related accidents. Conducts root cause analysis and facilitates post-incident review meetings with leadership. Supports return-to-work efforts through jobsite evaluations. Provides counseling and corrective guidance for employees with recurring safety issues. 8. Construction & Contractor Safety
- Participates in County project related pre-construction meetings to promote safe facility design and compliance. Monitors contractor safety performance and ensures adherence to contract requirements. Coordinates with vendors providing temporary or contract staff to ensure training and PPE compliance. 9. Environmental & Hazardous Materials Programs
- Develops hazardous materials spill response and control programs. Identifies potential pollutants, establishes containment protocols, and ensures compliance with OSHA and EPA standards. 10. Program & Administrative Management
- Assists with development and administration of the division budget.
