This role is responsible for overseeing all health, safety, and environmental activities, ensuring compliance with regulations, and promoting a strong safety culture across all phases of construction. The ideal candidate has solid experience in construction safety management, is proactive, and can effectively coordinate with project teams, subcontractors, and stakeholders. [HSE (Health/Safety/Environmental) Manager] Report to Project Manager/Construction Manager for HSE activities (daily) to integrate HSE considerations into all phases of project execution. Coordinate with Construction Manager and T&C Manager for any safety related issues and processes/procedures. Manage subcontractors' HSE activities including conditions and coordination between subcontractors. Coordinate with GOAA's Safety Reps. and/or other adjacent GOAA's project for safe site work. Provide initial and ongoing safety training to all personnel involved with the A2B4 Project. Prepare site-specific HSE plans, safety training material and schedule, site safety inspection check list and schedule. Arrange and lead HSE conference at site for all personnel and subcontractors. Maintain and submit required documentation of HSE management, including statistic reports on accidents, near misses, environmental incidents, and corrective measures. Review and comment on proposed construction procedure from HSE point of view. Monitor and conduct inspections for site safety, environmental conditions, equipment and tools, examine the results and recommend corrective actions when necessary. Develop, implement, and regularly update the Emergency Response Plan (ERP) for the project. Act as primary HSE lead during emergency situations, ensuring immediate, coordinated response in accordance with site-specific emergency protocols. Lead incident investigations and root cause analyses; recommend and monitor corrective actions. Inspect sanitation conditions of the field office area and construction area on a regular basis. Perform other related duties as assigned.
