Job Description

Under general supervision of the PSAP Manager, this is a highly responsible, leadership position that includes supervision of communications personnel and shift activity They supervise receiving and dissemination of all police, fire rescue and medical calls for service via administrative lines, E911 System and 2 way radio console on a designated shift. Is responsible for overseeing training situations under their respective shifts. Should be able to analyze situations quickly and make critical decisions under stressful circumstances.
SPECIFIC DUTIES AND RESPONSIBILITIES

Supervises activities of communications shift, ensuring adherence to established policies and procedures for the receipt of calls for service and dispatch of emergency response personnel assists and advises subordinates, as necessary, resolving problems when non-routine situations arise. Administers or make recommendations for routine personnel matters affecting direct subordinates including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, evaluating and disciplining, etc. Ensures subordinates receive training necessary to perform assigned duties. Assist with coordinating and conducting training program for the communications center. Ensures subordinates' compliance with standard operating procedures, policies, laws and regulations. Maintains on call list for City and Police/Fire Department personnel. Operates all Communications equipment to include CAD, FCIC/NCIC, logging recorder, fax machine, two-way radio, alpha paging system, Interact Phone system, copiers, portable and mobile radios, etc. Answers E911 and non-emergency calls; dispatches emergency and information calls for police, EMS and fire personnel promptly and accurately. Receives and responds to public complaints, requests for assistance, as well as inquiries from department officer and other agencies over the phone or in person; accurately records and submits information according to established policy and procedure; attempts to resolve complaints from the public against a subordinate; screens and transfers call to appropriate Department personnel. Monitors police and fire radios and responds to requests for information or assistance. Enters, updates, and confirms

computer data; deletes information as directed. May serve as a Terminal Agency Coordinator (TAC) or alternate TAC and liaison between the Department and FDLE, performing such duties as instructing and certifying personnel in the use of

computer and maintaining system operations. Performs general administrative duties as required, including but not limited to attending meetings, preparing reports and correspondence, copying and filing documents, faxing information and proofreading shift's timesheets. Promotes a favorable image of the City and Police/Fire Department by acting in a responsible and professional manner with citizens and outside agencies as applicable. Interact and communicate with the immediate supervisor, co-workers, subordinates, other City department personnel, County personnel, police/fire/EMS agencies, cab/wrecker companies and general public. Performs other related duties as required. High school diploma or GED equivalent, plus three years' experience in police/fire emergency communications; Communications Training Officer and/or teaching experience, or a combination of education, training, and experience which provide the required knowledge, skills, and abilities; must have successful completion of the Titusville Police Communications Training Program and Probation.
FCIC/NCIC
certified. This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current Drugs and Alcohol policy.
PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requires exerting up to 25 pounds of force occasionally, and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Visual Acuity:
Have visual acuity to operate motor vehicles, include close vision, distant vision, color vision, depth perception, and the ability to adjust focus.
Speaking:
Expressing or exchanging ideas by means of the spoken English word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. Ability to communicate verbally both in person and over the phone.
Talking:
Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Hearing:
Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
Standing:
Particularly for sustained periods of time.
Kneeling:
Bending legs at knee to come to a rest on knee or knees.
Stooping:
Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
Reaching:
Extending hand(s) and arm(s) in any direction.
Walking:
Moving about on foot to accomplish tasks.
Mental Acuity:
Ability to make rational decisions through sound logic and deductive processes.
Feeling:
Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
Grasping:
Applying pressure to an object with the fingers and palm.
Handling:
Picking, holding, or otherwise working, primarily with the whole hand.
Repetitive Motion:
Substantial movements (motions) of the wrist, hands, and/or fingers.
