Develop and enforce the Accident Prevention Plan, lead daily safety oversight on active job sites, and serve as the primary safety contact for government representatives. Projects range $500K
  • 10M with USACE, NAVFAC, and state agency oversight across Oahu and neighbor islands. What You'll Do
  • Develop, implement, and maintain the project Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs) per
EM 385-1-1.
  • Conduct daily safety inspections on all active federal job sites and document findings.
  • Serve as the on-site SSHO during all phases of work — this is a field role.
  • Lead and document pre-task plans, toolbox talks, and safety orientations for all workers and subcontractors.
  • Investigate incidents, near-misses, and unsafe conditions; report findings to the COR and project manager immediately.
  • Maintain all safety documentation including inspection logs, training records, and government-required safety reports.
  • Coordinate with the QC Manager and superintendent to align safety, quality, and schedule.
  • Ensure subcontractor compliance with APP, AHA, and
OSHA/HIOSH
requirements at all times.
  • Track and manage certifications, medical clearances, and PPE compliance for all site personnel.
  • Support closeout documentation with safety records and incident summaries. What You Bring
  • OSHA 30-Hour Construction certification (required).
  • 5+ years of safety experience on federal construction projects with USACE or NAVFAC oversight.
  • Strong working knowledge of EM 385-1-1 and federal safety reporting requirements.
  • Experience developing APPs and AHAs from scratch for government contracts.
  • CPR/First Aid certification (current).
  • Ability to read and interpret construction drawings, specifications, and project schedules.
  • Strong written communication — your reports need to hold up under government scrutiny.
  • Valid Hawaii driver's license and reliable transportation to job sites. Nice to Have
  • CHST (Construction Health and Safety Technician) or CSP (Certified Safety Professional) certification.
  • USACE CQC
    certification.
  • Experience with civil, concrete, MEP, or underground utility scopes.
  • Competent Person designation in excavation, scaffolding, or confined space.
  • Hawaii HIOSH familiarity and local market experience.
  • Bachelor's degree in Occupational Safety, Construction Management, or related field.
