Role Overview The SSHO is responsible for on-site implementation and oversight of the prime contractor's Safety and Occupational Health (SOH) program in accordance with
EM 385-1-1
(effective March 2024), applicable federal, state, and local requirements, and contract specifications. This is a full-time, on-site position. The SSHO must be present anytime work is actively being performed. Core Responsibilities Provide full-time, on-site safety oversight for all active construction operations Conduct daily pre-task safety briefings for field crews and subcontractors before work begins Review and approve Activity Hazard Analyses (AHA) prior to each work phase Develop and maintain the Accident Prevention Plan (APP) per contract requirements Perform daily site inspections; identify and correct SOH deficiencies in real time Enforce PPE requirements across all trades and subcontractors Conduct and document indoctrination and ongoing safety training for site personnel Maintain the site safety log and all required SOH documentation Submit ENG Form 6282 (SSHO Designation Letter) and support government submittals Coordinate with the KO/COR and government safety representatives as required Exercise and document stop-work authority when unsafe conditions are identified Investigate near-misses and incidents; prepare written reports per

Minimum Qualifications (Non-Negotiable) All qualifications below must be documented and verifiable prior to placement. Candidates who cannot provide supporting documentation will not be considered. Experience — Level 1 SSHO (EM 385-1-1 §2-3.b) Minimum 5 years of cumulative safety experience within the last 10 years , managing or implementing a SOH program on federal construction or similar projects. Must be documented via a detailed safety work history log covering project name, employer, dates, and safety duties performed. OSHA 30-Hour Construction Safety Valid OSHA 30-Hour Construction Industry certification card required. Web-based completion accepted. This is an on-site, day-one requirement — no exceptions. 24-Hour SOH Competency Training Documented 24 hours of formal SOH-related training (classroom or online) within the past 5 years.
Note:
the OSHA 30-hour course does not satisfy this requirement. Must be maintained on a 3-year rolling cycle for the duration of the contract. Competent Person (CP) Certifications — All 4 Required Must hold documented Competent Person designation in all four of the following categories, per EM 385-1-1 and applicable OSHA standards: Fall Protection (29 CFR 1926 Subpart M) Confined Space Entry (29 CFR 1926 Subpart AA) Excavation & Trenching (29 CFR 1926 Subpart P) Scaffolding (29 CFR 1926 Subpart L) 5-Year Safety Work History Log Complete, accurate safety work history covering at minimum 5 years within the last 10, documenting project type, employer, dates of service, and specific safety duties performed. This is a government submittal requirement and must be available at time of onboarding. CPR / First Aid / AED Current, valid certification from an accredited provider required before mobilization. Physical Presence Requirement Level 1 SSHOs must be on-site at all times when work is being performed. Remote or hybrid arrangements are not available for this role.
