Job Description
The City of Sioux City is seeking a self-directed, dynamic, field-oriented professional who is a safety-focused individual to join our team and help us continue our journey of maintaining a great safety culture. The City of Sioux City has a workforce of approximately 880 full time, part time and seasonal employees. The selected candidate will have direct responsibility and authority to develop and manage our safety culture. Highlights of some of the specific responsibilities include leading and developing training programs, inspection of equipment and facilities to identify safety, health and environmental risks, develop health and safety procedures for the organization and ensure employee adherence to, ensure compliance with all federal and state safety laws, maintain safety data sheets, chair safety committee and manage the restricted duty program for injured workers. This position acts as a consultant to department and division managers and supervisors and reports directly to the Human Resources Director. This is an exempt position, and the selected candidate must be available outside of normal business hours to address safety related issues. Annual salary range or $84,620.79 - $115,808.96 and generous benefit package. The successful candidate must have graduated from an accredited college or university with a Bachelor's Degree in Environmental Safety, Occupational Safety and Health or related field and five (5) years of full-time related experience. Inspects facilities, machinery and safety equipment to identify and correct potential hazards, and to ensure safety regulation compliance. Conducts job safety analysis (JSA) and job hazard analysis (JHA). Performs investigations related to accidents to assist in determining the cause and to assure that violations in the specific area of enforcement are identified. Ensure all related paperwork is complete. Maintains and applies knowledge of current policies, regulations and industrial processes. Engages in research and analysis to determine problem areas and develop and implement corrective action. Evaluates adequacy of actions taken to correct health inspection violations. Promotes safety through direct interaction with employees regarding the importance of safe work habits. Instructs and assists employees in identifying work place hazards and solicits input in creating a safer work environment. Recommends process and product safety features that will reduce employees' exposure to chemical, physical and biological work hazards. Conducts or coordinates worker training in areas such as safety laws and regulations, hazardous condition monitoring and use of safety equipment. Provides needed information and demonstrations concerning how to perform certain work tasks to new employees. Implements, inspects and maintains job site and office SDS manuals. Trains employees in SDS procedures. Manages the OSHA Forms program. Works with injured workers to facilitate early return to full duty work responsibilities and to provide meaningful light duty transitional work opportunities. Chairs Main Safety Committee meeting. Monitors the safety budget and related contracts. Updates safety policies, procedures and programs to ensure compliance. Ensures the safety and Labor and Industry posters for each job site and office are current. Conducts or directs testing of air quality, noise, hearing, temperature or radiation levels to verify compliance with health and safety regulations. Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds. Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.

Knowledge of State, Federal and local safety laws and codes; knowledge of engineering principles and methods as they relate to accident prevention, safety, and education; knowledge of consultive procedures and reporting requirements; knowledge of training methods, practices and resources; ability to interrogate individuals and to evaluate information obtained; ability to establish and maintain effective working relationships with persons contacted in the course of the work; skill in the use of a variety of camera equipment; knowledge of machines and tools, including their designs, uses, repair and maintenance; knowledge of blueprints, mechanical drawing and engineering plans.Language Ability and Interpersonal Communication :
Requires effective communication skills and the ability to provide assistance to customers (external and internal). Ability to speak clearly so others can understand you; ability to identify and understand the speech of another person; ability to listen to and understand information and ideas presented through spoken words and sentences; ability to write and speak effectively with fellow employees, City Council, and the general public; read in English; apply common sense understanding to the work process, procedures, programs and services; provide and follow verbal and written instructions; ability to work as a member of a team in order to accomplish tasks; ability to establish and maintain effective working relationships with other employees and the general public.Physical Requirements :
Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds. Sufficient manual dexterity which permits the employee to conduct inspections and evaluations. Sufficient personal mobility and physical reflexes, which permits the employee to conduct inspections and evaluations of work environments and equipment. Ability to transport equipment used for inspections and/or testing. Ability to see details at close range (within a few feet of the observer), ability to see details at a distance.Work Environment :
Seventy-five percent of work is normally performed in field conditions/outdoors with varying weather conditions, with varying street level noises. Travel in all types of weather extremes to attend training and/or organize meetings conferences, and workshops; must be mobile and able to visit complainants and businesses within the metro area. Prolonged periods of sitting at a desk and working on a computer. Must obtain a valid drivers license within six (6) months of employment. Graduation from an accredited college or university with a Bachelor's Degree in Environmental Safety, Occupational Safety and Health or related field and five (5) years of full-time related experience. or An equivalent combination of education and experience substituting experience equal to one year of full time work for a public or private organization where preponderance of duties is directly related to safety enforcement for each year of the required education to a maximum substitution of four years.
