Lands Program Manager - Fire Incident Business at Idaho Division of Human Resources in Coeur d'Alene, Idaho, United States Job Description Idaho Department of Lands The Idaho Department of Lands (IDL) is seeking a full time Lands Program Manager - Fire Incident Business. This position will be located at our Coeur d'Alene Staff Office. Applications will be accepted through 11:59 PM MST on the posting end date. Description To provide leadership for major statewide programs in support of the department's mission, vision and values; perform related work. The programs managed may be in a large disciplinary area or function; or may include diverse functions and/or disciplines.
Key Responsibilities:
+ Lead and oversee the statewide Incident Business Program for the Fire Management Bureau, serving as the primary SME for IDL and TPA districts and ensuring alignment with IDL and NWCG Incident Business standards. + Develop, maintain, and implement IDL fire business policies, procedures, job aids, that are in alignment with the Fire Management Handbook and the IDL Fire Mobilization Guide. + Provide year-round guidance to districts on incident finance, documentation, cost tracking, payroll, and compliance with all IDL policies and deadlines. + Manage interpretation and application of the Master Cooperative Wildland Fire Management Agreement, associated operating plans, mob guides, and IBOG requirements. + Oversee statewide reconciliation of incident costs and documentation, ensuring districts submit accurate and complete packages to the billing team. + Lead and coordinate statewide incident business training, including E-Isuite instruction, district readiness support, and post season reviews. + Represent IDL on zone and geographic area Fire Business Committees, maintaining consistent practices with cooperators and federal partners. + Conduct or direct audits of fire business processes and vendor/cooperator billings, ensuring compliance and addressing discrepancies. + Serve as Incident Business Advisor/Comptroller on state incidents and provide expert support on complex billing, agreement, or cost share issues. + Supervise the Incident Business staff, manage agreements content on the public webpage, and support Bureau leadership with fiscal planning, budgeting, and program evaluation.
