Job Description
Job Summary The Safety Manager is responsible for leading and overseeing the health, safety, and environmental (HSE) program for an assigned region or large-scale mechanical construction project. This position serves as the senior on-site safety authority, providing strategic direction, regulatory compliance leadership, and direct supervision of Safety Coordinators and field safety personnel. The Safety Manager partners with project executives, superintendents, and craft leadership to drive a culture of zero incidents while ensuring compliance with OSHA, state, federal, client, and Gallo Mechanical standards across all mechanical construction, pipe fabrication, and HVAC operations. Essential Functions Develop, implement, and continuously improve the regional or project-specific HSE program in alignment with the Gallo Mechanical Safety Manual and corporate HSE objectives. Establish leading and lagging safety performance indicators (KPIs); analyze trends and present monthly performance reports to executive leadership. Lead the development of project-specific Site-Specific Safety Plans (SSSP), Pre-Task Plans, and emergency action plans for large-scale projects. Manage the regional or project HSE budget, including staffing, training, equipment, PPE, and third-party services. Regulatory Compliance & Risk Management Serve as the primary point of contact for OSHA, state regulators, owner/client safety representatives, and general contractor HSE personnel. Oversee compliance with all applicable federal and state regulations (29 CFR 1926, 29 CFR 1910), NFPA standards, ANSI standards, and client-specific requirements. Lead OSHA inspections, regulatory audits, and client safety audits; manage citation responses and corrective action plans. Conduct or oversee risk assessments and Job Hazard Analyses (JHA) for high-hazard mechanical construction activities, including welding and hot work, hoisting and rigging, confined space entry, energized electrical work, working at heights, and pipe pressure testing. Personnel Supervision & Development Directly supervise, mentor, and evaluate Safety Coordinators and field safety personnel assigned to the region or project. Conduct performance reviews, set development goals, and provide ongoing coaching to build technical and leadership capability within the safety team. Coordinate staffing of safety personnel across multiple job sites within the assigned region to ensure adequate field coverage. Develop and deliver advanced safety training programs, including

instructor-led courses, supervisor safety leadership training, and craft-specific refreshers. Incident Management & Investigation Lead serious incident investigations (Level 2 and Level 3) using root cause analysis methodologies; ensure timely development and verification of corrective actions. Coordinate with Workers' Compensation, claims administrators, and medical providers to manage injury cases and return-to-work programs. Ensure accurate and timely recordkeeping ofOSHA 300
logs, incident reports, near-miss data, and inspection findings for the assigned region or project. Identify systemic risks from incident trend data and lead cross-functional corrective action initiatives. Operations & Field Engagement Build and maintain strong working relationships with project executives, superintendents, foremen, and craft personnel to integrate safety into operational decision-making. Conduct regular executive-level safety walks and verify the effectiveness of frontline safety processes (toolbox talks, pre-task planning, audits). Review and approve high-risk work permits, including hot work, confined space, line break, energized electrical, and critical lift plans. Support pre-construction planning, constructability reviews, and subcontractor pre-qualification from a safety perspective Qualifications Bachelor's degree in Occupational Safety, Industrial Hygiene, Construction Management, Engineering, or a related field preferred; equivalent combination of education and experience may be considered.OSHA 510
certification required. OSHA 30 required;OSHA 500
is a plus. Current certification as a Construction Health and Safety Technician (CHST), Safety Trained Supervisor - Construction (STSC), or equivalent. Certified Safety Professional (CSP) through BCSP preferred. First Aid, CPR, and AED instructor certification, or ability to obtain within 90 days of hire. Work Experience & Skills Minimum seven (7) years of progressive HSE experience in industrial, commercial, or mechanical construction, with at least three (3) years in a supervisory or management role. Demonstrated knowledge of mechanical construction means and methods, including pipe fabrication, welding, rigging, HVAC installation, and process piping. Thorough knowledge of OSHA standards and federal, state, and local regulations. Excellent verbal and written communication skills; ability to effectively present to small and large groups. Strong organizational skills and the ability to manage a fast-paced construction environment. Ability to conduct scissor lift, forklift, and boom lift training for employees. Ability to teach OSHA 10 class.PHYSICAL REQUIREMENTS & WORK ENVIRONMENT
Ability to access active construction sites, including elevated work areas, confined spaces, trenches, and pipe fabrication shop environments. Ability to access heights via ladders, scaffolds, job-made ladders, or buck hoists. Ability to walk, stand, climb ladders and stairs, and traverse uneven terrain for extended periods. Ability to lift and carry up to 50 pounds occasionally. Exposure to outdoor weather conditions, noise, dust, fumes, and other typical construction site hazards; required PPE will be worn at all times in field environments. Availability for occasional after-hours response for incidents, emergencies, or critical operations.KEY PERFORMANCE INDICATORS
Total Recordable Incident Rate (TRIR) and Days Away, Restricted, or Transferred (DART) rate within the assigned region or project. Completion rates for required training, audits, inspections, and corrective actions. Timely closure of incident investigations and corrective action items. Client and general contractor safety performance ratings. Development and retention of safety personnel within the region.
