  • 108,000 Role purpose: The Manager, Safety Assurance Supplemental Work, is responsible for ensuring effective safety assurance and regulatory compliance across Supplemental Work capital projects within Engineering.
This role supports the Safety Management System by overseeing audits, investigations, and corrective actions in a revenue generating, safety critical environment. Knowledge & Experience Bachelor's degree in Engineering, Safety, Construction Management, Transportation, or a related field, or equivalent relevant experience. Minimum of 7 years of progressively responsible experience in safety assurance, safety management, engineering support, or regulatory compliance within a safety‑critical, regulated environment. Demonstrated knowledge of Safety Management Systems (SMS) principles, safety assurance processes, and risk management practices. Experience supporting capital projects or supplemental/revenue‑generating work, including contractor oversight and project‑based safety compliance. Working knowledge of applicable railroad, transit, construction, or transportation safety regulations and standards. Proven experience participating in or supporting audits, inspections, incident investigations, and corrective action development. Experience operating in a unionized environment, with an understanding of labor‑management considerations. Strong ability to analyze safety data, document findings, and communicate safety requirements clearly to technical and non‑technical stakeholders. Skills Strong working knowledge of railroad Safety Assurance and Safety Management System processes within a rail environment. Ability to apply FRA, MBTA, and railroad safety requirements to engineering, capital construction, and supplemental work activities. Experience conducting or supporting safety audits, field inspections, and compliance assessments in active right‑of‑way and work zones. Proficiency in hazard identification, risk assessment, incident investigation, and development of corrective actions aligned with railroad operations. Ability to analyze safety performance data and produce clear, technically sound documentation and reports. Proven ability to collaborate effectively with Engineering, Construction, Operations, and contractors in a unionized, safety‑critical environment. Demonstrates understanding of the KCS principles of Employee Engagement, Operational Excellence, Safety & Security, and Economic Performance. Provide safety assurance oversight for Supplemental Work and capital projects within Engineering, ensuring alignment with the Safety Management System and regulatory requirements. Plan, conduct, and support safety audits, field inspections, and compliance assessments of engineering, construction, and contractor‑performed work. Monitor, track, and validate corrective actions resulting from audits, inspections, incidents, and regulatory findings to ensure timely and effective closure. Support investigations of safety incidents, rule violations, and close calls, including root cause analysis and development of defensible corrective actions. Analyze safety performance data and trends related to heavy rail operations and capital delivery, and prepare clear technical reports for leadership and stakeholders. Provide regular safety assurance reporting to internal stakeholders, senior leadership, and external parties as required, including status updates, risk summaries, and compliance metrics. Partner with Engineering, Construction, Operations, and external contractors to integrate safety assurance requirements into project planning, execution, and delivery within a unionized environment. Instruct and administer safety, roadway worker, physical characteristics and operating rules training as required in support of the training department.
Key Accountabilities:
This position operates in a combination of office, field, and active railroad right‑of‑way environments. Regular field presence is required at construction sites, capital project locations, and operational areas, including work within active heavy rail corridors. Exposure to typical railroad and construction hazards, including moving equipment, uneven surfaces, high‑voltage systems, noise, and weather conditions. Work may require adherence to railroad safety rules, personal protective equipment requirements, and right‑of‑way access protocols. Evening, overnight, weekend, and on‑call availability may be required to support outages, capital work windows, investigations, or supplemental work activities. Moderate travel within the service territory may be required to support projects, audits, and stakeholder engagement.
Additional Statements:
Drug and alcohol screening: Employment contingent upon passing pre-employment drug and alcohol screen. Also, contingent upon receiving a favorable background check. Must pass a physical examination.
