Job Summary:
The Training Manager / Safety Manager is a dedicated managerial position responsible for designing, developing, implementing, and managing a comprehensive training, workforce development, and workplace safety program for all Healthcare Environmental Services (EVS) personnel assigned to the NIH Clinical Center, Bethesda, MD. The Training Manager / Safety Manager ensures all EVS staff are trained, credentialed, and competency-verified in accordance with NIH contract requirements, The Joint Commission (TJC) Human Resources and Environment of Care standards, Centers for Disease Control and Prevention (CDC) infection control guidelines, OSHA regulations, NIH Division of Facilities Management (DFM) directives, and applicable federal training and safety mandates. This position also directs all departmental safety programs, accident and injury investigations, and OSHA recordkeeping for the EVS department, serving as the primary point of contact for all training, safety, and compliance matters between Teya Support Services EVS management and NIH contracting, nursing, and infection prevention leadership.

Duties and Responsibilities:
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Training Program Design and Administration Develops, implements, and continuously updates a comprehensive EVS Training Program for the NIH Clinical Center contract that meets all requirements of the NIH Statement of Work (SOW), Performance Work Statement (PWS), TJC Human Resources standards, and applicable federal training mandates, including Anti-Terrorism Level I awareness and HIPAA training. Designs and maintains a structured annual training calendar covering all required initial, annual, and as-needed competency training topics for EVS personnel, ensuring zero gaps in compliance with NIH contract deliverables and TJC documentation requirements. Creates and updates training curricula, instructional materials, competency checklists, skills demonstration guides, and written assessments covering all EVS cleaning and disinfection procedures specific to the NIH Clinical Center, including patient room cleaning, terminal cleaning, isolation room protocols, operating room and procedural area cleaning, and research and laboratory support areas. Develops and maintains role-specific training tracks for all EVS positions including Housekeeping Aide, Floor Care Technician, Linen Distribution Aide, and supervisory staff; ensures training content is position-appropriate and aligned with AHE (Association for the Healthcare Environment) standards and ISSA productivity benchmarks. Coordinates with the
NIH COR, NIH
Infection Prevention and Control (IPC) team, and NIH clinical leadership to ensure training content reflects current NIH-specific protocols, updated
CDC/HICPAC
guidelines, and any newly implemented facility cleaning standards or procedural changes. New Employee Onboarding and Orientation Conducts comprehensive onboarding and orientation training for all new EVS employees prior to beginning independent work assignments at the NIH Clinical Center, covering NIH-specific cleaning procedures, infection control precautions, HIPAA patient privacy, safety protocols, equipment operation, chemical safety (OSHA HazCom/GHS), badge and access control requirements, and NIH campus security policies. Ensures all new hires complete required NIH and federal mandatory training (including Anti-Terrorism Level I, bloodborne pathogen training per
OSHA 29 CFR
1910.1030, fire safety, MRI safety where applicable, and patient safety awareness) prior to unsupervised deployment, and maintains documented proof of completion in training records. Delivers hands-on skills demonstration and return demonstration evaluations for all newly onboarded staff to verify competency in high-risk tasks including terminal room cleaning, isolation cleaning with Transmission-Based Precautions (Contact, Droplet, Airborne), blood and body fluid spill response, and correct PPE donning and doffing procedures. Annual and Ongoing Competency Training Plans, schedules, and delivers monthly in-service training sessions for all EVS staff, covering topics such as updated disinfection protocols, new product or equipment introductions, infection control updates, regulatory changes, NIH-specific procedural revisions, and safety program updates; documents attendance and completion for each session per contract requirements. Manages annual competency re-verification for all EVS staff, including written assessments and skills observations; identifies personnel requiring remedial training and implements individualized corrective training plans in coordination with supervisory staff. Trains and corrects EVS personnel on proper cleaning procedures, safety practices, and regulatory compliance requirements on an ongoing basis; participates in annual performance reviews of housekeeping staff in coordination with EVS supervisory management. Workplace Safety Program Management Responsible for all aspects of departmental safety, security, and conservation programs at the NIH Clinical Center EVS contract; develops, implements, and maintains written workplace safety protocols and programs in compliance with OSHA regulations, NIH DFM directives, and Teya corporate safety policies. Conducts routine and random safety inspections of EVS equipment and work areas throughout the NIH Clinical Center; documents findings, initiates equipment repair or removal from service as warranted, and tracks corrective actions to closure. Conducts safety and emergency drills for EVS staff, including fire evacuation, spill response, and disaster preparedness exercises; ensures all EVS personnel are trained and prepared to respond to NIH Clinical Center emergency scenarios per facility protocols. Conducts thorough accident and injury investigations for all EVS staff incidents occurring on the NIH Clinical Center contract; prepares detailed accident and injury reports; coordinates with Teya HR and the applicable workers' compensation carrier for timely claims processing and return-to-work planning. Log (Occupational Injury and Illness Log) for the NIH Clinical Center EVS contract; ensures all recordable incidents are documented accurately and within OSHA-required timeframes; prepares the annual
OSHA 300A
Summary for posting per regulatory requirements. Remains current on changes in OSHA safety regulations, NIH DFM safety directives, and federal workplace safety policy updates; develops and implements new EVS safety initiatives in response to regulatory changes, incident trends, or NIH facility requirements. Training Records, Reporting, and COR Liaison Maintains complete, accurate, and audit-ready training records for all EVS employees, including initial onboarding documentation, annual competency verifications, in-service attendance logs, remedial training records, and safety training completions; ensures all records are retained per NIH and federal records management requirements and are available for COR review upon request. Prepares and submits monthly training deliverable reports to the Executive Housekeeper and NIH COR per contract requirements, including training completion percentages by position, in-service topics covered, competency assessment results, and outstanding training action items. Attends all required NIH staff, COR, committee, and infection prevention meetings relevant to EVS training and safety obligations; collaborates with NIH IPC, clinical educators, and facility management to remain current on training requirements, safety directives, and facility-specific updates. Performs other duties as assigned by the Executive Housekeeper or authorized Teya Support Services management.
General Requirements:
Must have thorough knowledge of all EVS department policies, procedures, NIH contract requirements, and applicable regulatory training and safety standards including TJC, CDC/HICPAC, OSHA, and NIH DFM directives. Must wear uniform and comply with all NIH Clinical Center access control requirements, badge and credentialing standards, and Teya Support Services departmental work rules at all times. Must be willing and able to assist in emergency response situations at the NIH Clinical Center, including biohazard spill response, evacuation support, and disaster preparedness activation. Will maintain current certification and training in NIH disaster preparedness, Anti-Terrorism Level I awareness, HIPAA, OSHA HazCom/GHS, and Infection Control protocols as required by contract and NIH policy, and will model these competencies for EVS staff. Must be available to cover all shifts in support of 24-hour, 7-day-per-week NIH operations as training and safety needs require, including evenings, nights, weekends, and federal holidays.
HIPAA and Safety:
Must perform all duties in a manner that assures the confidentiality, privacy, dignity, and safety of patients, research subjects, visitors, and staff at all times, in strict compliance with HIPAA regulations and NIH Clinical Center patient rights and research participant privacy policies. The Training Manager / Safety Manager is responsible for ensuring all EVS staff under their training purview are trained and verified competent in HIPAA requirements specific to their roles. Must wear appropriate PPE as required by task and area classification; must model correct PPE and infection control practices at all times as a direct example to EVS staff. Must comply with all NIH campus security requirements, complete a federal background investigation, and complete pre-employment drug screening prior to start date.

Note:
Per BLS Occupational Requirements Survey (ORS), supervisory EVS and training roles (SOC 11-3131 / 13-1151) involve a combination of desk-based instruction preparation and active floor rounds; seated and standing/walking time are both significant.
Required Qualifications and Experience:
To perform this job successfully, an individual must be able to satisfactorily perform each essential duty. logs, and developing written safety protocols in a healthcare or federal facility environment; OSHA 30-Hour General Industry certification or equivalent preferred. Proficiency in curriculum design and adult learning principles (e.g., ADDIE model, competency-based education); AHE Certified Healthcare Environmental Services Technician (CHEST) certification or equivalent preferred; AHE membership and active professional development strongly encouraged. Advanced written and oral English communication and presentation skills required; must be able to deliver engaging, effective instruction to a diverse workforce and prepare clear, thorough written training materials, competency checklists, safety protocols, and compliance reports. Advanced computer proficiency required, including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) for training material development, safety recordkeeping, scheduling, and reporting; experience with Learning Management Systems (LMS) or electronic training tracking platforms preferred. Must demonstrate the ability to manage multiple simultaneous training and safety initiatives, adapt instructional content to varying learning levels, and drive measurable improvement in staff competency, and safety compliance outcomes.
