Job Description

PCX Construction is a heavy civil contractor delivering utility infrastructure, concrete restoration, structural, and bridge projects across Missouri and the Midwest. We self-perform water, gas, and electric utility installation and maintenance; concrete and structural restoration; and bridge and roadway construction for major utilities, municipalities, and institutional clients throughout the St. Louis region. THE ROLE
The Safety Manager owns PCX's company-wide Health, Safety, and Environmental program across all field operations. This position carries direct responsibility for program development, field enforcement, regulatory compliance, incident management, and crew training. You will work alongside Project Managers, Superintendents, and field crews from preconstruction through closeout — and you will be expected to be on the ground, not behind a desk. This is a single-owner safety role. You will build and run the program. Senior leadership is engaged and supportive; the work and the accountability are yours.
PRIMARY RESPONSIBILITIES
Safety Program Leadership Own and continuously develop PCX's HSE policies, procedures, and safety management system Build a proactive safety culture focused on hazard prevention — not paperwork and reaction Collaborate with Project Managers and Superintendents to integrate safety into preconstruction planning, project scheduling, and daily field execution Develop project-specific safety plans, Job Hazard Analyses (JHAs), and Activity Hazard Analyses (AHAs) for high-risk scopes including excavation and trenching, confined space entry, shoring systems, utility work, structural concrete, and bridge operations Evaluate and enforce subcontractor safety programs and performance on shared job sites Field Presence & Auditing Conduct regular and unannounced site visits across all active PCX projects throughout Missouri and the surrounding region Identify hazards, issue corrective actions, and verify timely closure — ensuring field teams understand the reasoning behind every requirement Lead toolbox talks, pre-task planning sessions, and crew safety briefings Maintain a visible, credible presence in the field that earns the respect of crews and reinforces a culture of personal accountability Incident Management & Reporting Manage all incident reporting, investigation, and root cause analysis processes from near-miss through recordable injury and property damage events Maintain
OSHA 300
logs and all required regulatory documentation; ensure accurate and timely reporting Coordinate with PCX's insurance carriers on claims management, loss control, and return-to-work programs Track leading and lagging safety indicators; deliver monthly trend reports and corrective action updates to senior leadership Regulatory & DOT Compliance Serve as PCX's primary contact for OSHA, MoDOT, and other relevant regulatory agencies Manage DOT compliance across the company's vehicle fleet and driver program, including drug and alcohol testing, driver qualification files, and Hours of Service requirements Monitor federal, state, and local regulatory changes; proactively update company programs to maintain compliance Support safety pre-qualification and compliance requirements for major clients including American Water, Spire, Ameren, and governmental agencies Training & Development Design and deliver safety training for new hires, field supervisors, and equipment operators — including OSHA 10/30, confined space, excavation and trenching, fall protection, first aid, and CPR Develop and maintain a company-wide training matrix; track all certifications and manage renewals Coach and mentor Superintendents and Foremen to serve as effective first-line safety leaders within their crews
QUALIFICATIONS
Required Minimum five years of safety management experience in heavy civil, utility, or infrastructure construction OSHA 30-Hour Construction certification, current Demonstrated experience with trenching and excavation safety, confined space entry, shoring systems, and heavy equipment operations Thorough working knowledge of
OSHA 29 CFR
Part 1926 and applicable Missouri regulatory requirements DOT compliance experience including driver qualification, drug and alcohol testing, and Hours of Service Proven ability to conduct incident investigations and lead root cause analysis Valid driver's license; willingness to travel to project sites throughout the PCX footprint Preferred Bachelor's degree in Occupational Safety and Health, Environmental Health, Construction Management, or a related field Certified Safety Professional (CSP) or Certified Health and Safety Technician (CHST) designation Experience in bridge, structural concrete, or waterworks and utility construction environments Familiarity with workers' compensation claims management and insurance program coordination Experience managing safety pre-qualification requirements for major utility and municipal clients Proficiency with safety management software and Microsoft Office Suite
