The Job Description Performs professional and administrative work supervising, planning and managing the County's organizational safety, risk management and security programs to create a safe and productive environment for the County's officials, residents, visitors, staff and vendors. Provides special project support to the General Services Director. Distinguishing Features of the Class An employee in this class plans, organizes and executes the County's organizational (corporate) safety, risk management, and security programs, which includes the development, recommendation and enforcement of County policies. Inspects County facilities, work sites, vehicles and equipment to ensure compliance with applicable laws, regulations and policies. Responds to incidents involving County property and staff during the performance of their duties. Manages the work of staff and/or vendors responsible for operating, maintaining and monitoring various physical safety and security systems. The employee will frequently coordinate with other departments, external agencies, and vendors, including serving as liaison to federal, state and local law enforcement agencies in coordination with Carteret County Sheriff's Office, as appropriate. Provides training to officials and staff on programs and systems within the department's portfolio. Develops, coordinates and implements special projects as assigned by the General Services Director. Work involves developing policies, procedures, and methods for program operations; handling budget and personnel matters; and working with sensitive issues. Independent judgment and initiative are required. Work is performed in accordance with federal and state statutes and local ordinance. Work is performed under the general supervision of the General Services Director and evaluated through periodic conferences, quality of work, review of annual audit of records, review of reports and feedback from the public. Duties and Responsibilities Essential Duties and Tasks- Supervises, plans and directs the activities for the County's safety, risk management and security programs.
- Recruits and selects departmental personnel and/or vendors; assigns, directs, inspects the work of, supervises and evaluates assigned personnel and/or vendors; ensures the proper training of personnel; recommends suspensions, demotions and terminations.
- Develops policies, procedures and methods for program operations and provides training to the organization.
- Manages physical security and safety systems and technology in County facilities, including the coordination of electronic security monitoring, maintenance and repair of systems by County staff and/or vendors.
- Coordinates with the Sheriff's Office, court staff and other officials as applicable on the physical safety and security of shared facilities.
- Coordinates with the Transportation Director regarding policies and training for operating County vehicles and equipment.
- Responds to and investigates incidents involving County property and the health, safety and welfare of staff during the performance of their duties; submits reports as required to the County's insurance provider and regulatory agencies.
- Recommends, prepares and administers division budget; monitors expenditures; requisitions supplies and equipment; prepares and disseminates requests for proposals/qualifications; makes recommendations; prepares and presents contracts.
- Assists departments and staff with safety evaluations of their programs, policies and procedures.
- Prepares and verifies various reports.
- Supports the General Services Director with development, sourcing and implementation of special projects
- Assures that all required notices, postings, deadlines and other guidelines are met.
- Serves as a Section Chief or Branch Chief in the County's Emergency Operations Center during activation; supports and participates in training and exercises as directed. Additional Job Duties
