Job Description Government Operations Manager -
Position SummaryThe Government Operations Manager West Region is a senior leadership role responsible for the strategic direction and day-to-day operational oversight of federal and commercial projects across the Western United States. This position supports high-consequence missions for the Department of Energy (DOE), National Nuclear Security Administration (NNSA), and major national laboratories, including Los Alamos National Laboratory (LANL) and Sandia National Laboratories (SNL). As a Government Operations Manager, you will play a vital role in managing complex project lifecycles, ensuring operational excellence, regulatory compliance, and alignment with organizational objectives. This role requires navigating highly regulated and secure environments while maintaining a strong commitment to safety, quality, and mission success. The Government Operations Manager holds a diverse range of responsibilities that contribute to the successful execution of regional operationsEssential Duties and ResponsibilitiesDirecting, managing, and overseeing day-to-day operations across Western Region project sites, including task orders executed under Master Services Agreements (MSAs) and Multiple Award Task Order Contracts (MATOCs). Providing leadership and oversight for nuclear construction activities, ensuring projects meet established engineering standards, design requirements, and regulatory expectations. Serving as the primary liaison for high-security operations, managing cleared personnel, escort services, and site access protocols to support subcontractor and project team activities. Overseeing environmental characterization and remediation efforts, including soil sampling, groundwater treatability studies, subsurface investigations, and restoration of contaminated sites. Ensuring compliance with applicable regulatory frameworks, including 10 CFR 851 and Integrated Safety Management Systems (ISMS), while promoting a proactive safety culture that prioritizes personnel and environmental protection. Acting as the primary point of contact for federal agencies, prime contractors, and key stakeholders, fostering strong relationships and ensuring successful contract performance and regulatory engagement. Monitoring project performance to ensure adherence to schedules, budgets, and contractual requirements, while identifying opportunities for continuous improvement. Supporting multidisciplinary teams by providing technical, operational, and administrative leadership across a diverse portfolio of projects. Coordinating with executive leadership to align regional operations with strategic goals and organizational priorities. Addressing operational challenges and implementing effective solutions to maintain continuity, efficiency, and successful project outcomes.
Maintain accurate documentation and records related to job functions.
Collaborate with internal departments and external partners, as necessary.
Ensure compliance with all applicable safety standards, company policies, and regulatory requirements.
Promptly report unsafe conditions, equipment issues, or incidents to management.
Participate in required training sessions and safety briefings.
Perform other duties as assigned to meet operational needs.
Required QualificationsBachelors degree in Engineering, Environmental Science, Construction Management, or a related field (PMP certification preferred). Minimum of 12 years of experience in government contracting, particularly supporting DOE, NNSA, or similar federal agencies. Comprehensive knowledge of federal regulatory frameworks, including FAR, DFARS, and OSHA standards. Demonstrated experience managing multi-disciplinary teams in high-security, technical, or radiological environments. Ability to obtain or maintain an active DOE Q or L security clearance.
