For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced HSE Supervisor (Registered Officer | WSHO Registered) to serve as a Client Representative in this role.
The Role:
Client Representative — HSE Supervisor Inspection As part of the Peak Ocean PMT, you will act strictly in the client's interest, reporting to the Senior/Lead HSE Supervisor. Your mission is to provide day-to-day safety oversight of the shipyard's construction activities, ensuring contractor compliance with Singapore's Workplace Safety and Health requirements and Peak Ocean's zero-incident safety culture. Conduct daily safety walkabouts and inspections across active work fronts, identifying and flagging unsafe conditions or practices. Verify contractor compliance with approved Risk Assessments / Method Statements (RAMS) and permit-to-work procedures. Monitor high-risk activities (lifting, working at height, confined space entry, hot work) for compliance with statutory and site safety requirements. Investigate minor incidents and near-misses, preparing factual reports and supporting corrective action tracking. Maintain HSE inspection records, toolbox talk attendance, and statutory registers as required under the Workplace Safety and Health (WSH) Act. Report daily safety observations, non-compliances, and open items to the Senior/Lead HSE Supervisor. Requirements & Qualifications Diploma or Bachelor's degree in Occupational Safety and Health, Engineering, or a related discipline. Valid registration as a Workplace Safety and Health Officer (WSHO) with the Ministry of Manpower is mandatory. Minimum 3-5 years of HSE supervision experience in offshore/marine fabrication or shipyard construction. Working knowledge of Singapore's WSH Act and subsidiary regulations, permit-to-work systems, and high-risk activity controls. Excellent attention to detail and clear, factual reporting skills.
