Job Description

This position is considered a Safety-Sensitive position. Applicants who pass the interview process will be subject to drug and alcohol testing. The Safety Officer develops, implements, and maintains the City's occupational safety and health programs. As a member of the Risk Management team within the Human Resources Department, this position promotes a safe work environment, supports compliance with applicable regulations and standards, assists in managing work-related injuries, leads incident investigations and root cause analyses, and works with departments to reduce risk and prevent injuries. The role includes office and field responsibilities, facility inspections, safety training, emergency preparedness planning and drills, follow-up on corrective actions, and after-hours response to urgent safety matters as needed. Approximately 40-50% field work with routine travel to City facilities and the ability to respond to urgent safety matters after hours when needed.
Essential Functions:
Communicates effectively in spoken and written English to support safe and efficient operations. Builds and maintains effective working relationships with City leadership, employees, departments, and vendors. Promotes a culture of safety by helping establish safety goals, metrics, and continuous improvement strategies across the organization. Provides safety guidance and support to City departments and personnel; assists in resolving safety concerns and implementing approved safety policies, procedures, and program strategies. Investigates incidents and near-misses; conducts root cause analysis; analyzes injury and accident data; prepares reports; and identifies corrective actions and training needs. Designs, coordinates, delivers, and tracks safety and loss-control training through in-person, supervisor-led, online, and Learning Management System (LMS) formats. Conducts regular facility inspections, safety walks, chemical inventory reviews, and Safety Data Sheet inspections; identifies hazards and recommends practical risk-reduction measures. Supports compliance with applicable safety and environmental laws, regulations, and standards, including OSHA, TOSHA, EPA, and NFPA requirements; serves as a liaison with regulatory agencies as needed. Leads and directs the Safety Committee by creating agendas, reports, committee development, outreach, and identification of improvement opportunities. Serve as an active partner on Risk Management's At-Fault Vehicle Accident Committees by assisting with committee operations, preparing and compiling reports, helping develop agendas, and identifying opportunities for cost savings. Prepares safety reports, presentations, trend analyses, forecasts, newsletters, and other employee communications related to safety and loss control operations. Manages designated safety programs and initiatives, including hearing conservation, OSHA recordkeeping support, emergency response planning, and Citywide emergency drills. Collaborates with the Risk Management team and City departments on safety, claims, liability, and related risk management matters. Performs other related duties as assigned.
Physical Demands:
This position will require a balance of time spent between working in the field (40 - 50%) and in the office, with travel from site to site and extensive public contact .
Field Work :
Duties to be performed at different City facility locations and parks. Will require complete control of all physical faculties and may include considerable walking over irregular ground, standing for long periods, lifting 20 pounds, climbing, bending, stooping, squatting, twisting, and reaching. Must be able to see/hear and recognize the difference between colors and sounds.
Office Work :
Duties performed in an office environment will include sedentary work with sustained computer and keyboard operations, as well as some walking and standing.
Education and Experience Requirements:
Must have a bachelor's degree from an accredited college or university in occupational health and safety, environmental safety, business administration, or a related field. Must have at least five (5) years of progressively responsible experience in occupational health and safety or environmental safety program development and administration. Must have thorough knowledge of federal, state, and local safety regulations, including OSHA, TOSHA, and EPA requirements. Must have excellent presentation skills. Must have strong analytical, problem-solving, communication, presentation, leadership, and conflict-resolution skills. Must be proficiency in Excel, PowerPoint, Outlook, and other business computer applications, including the use of data analytics to support safety operations. Must have working knowledge of workers' compensation and general risk management principles and practices Preferred Experience Public Sector experience is preferred but not required. Hearing Conservation Program management is preferred but not required. Hazard Communication Program management is preferred but not required. Experience administering a Learning Management System (LMS) is preferred but not required.
Special Certifications and Licenses:
Certified Safety Professional (CSP) certification, required. Certifications for OSHA Safety and Health Fundamentals Certificate, First Aid, CPR and AED Instructor, preferred. Must have a Valid driver's license. The City of Murfreesboro is an Equal Opportunity Employer.
