GENERAL DESCRIPTION
The Director of Safety & Security performs managerial work leading enterprise-wide safety, security, and risk management programs to protect state-owned facilities, employees, tenants, and visitors. Oversees risk identification, mitigation, compliance, and strategic investment in security systems while ensuring alignment with statutory requirements and agency continuity operations. Provides direction and guidance in strategic operations and planning for the Safety and Security division. Develops divisions strategic plan and goals and objectives, budgets, policies and procedures; establishes priorities, standards, and measurement tools for determining progress in meeting goals. Plans, assigns, and supervises the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
The Director of Safety & Security:
Develop and execute a multi-year Safety & Security strategy aligned with the agencys Security Master Plan. Establish risk-based prioritization for security investments, focusing on high-risk and high-traffic facilities. Define performance metrics to evaluate effectiveness of safety and security programs. Oversee physical security systems (e.g., surveillance, access control) and ensure optimal coverage in identified risk areas. Coordinate with DPS and other law enforcement agencies on threat assessments and response strategies. Provide oversight for incident response, investigations, and security event documentation. Lead enterprise risk assessments, including identification of vulnerabilities and exposure to loss. Ensure compliance with Texas statutes related to criminal history access, insurance, reporting, and agency risk obligations. Direct annual reporting on losses, claims, and risk exposure. Manage agency-wide safety programs, including inspections, hazard assessments, and injury prevention. Oversee safety compliance for construction sites, warehouses, and operational facilities. Support return-to-work programs for injured employees. Develop and maintain the agencys Continuity of Operations Plan (COOP). Ensure preparedness for disruptions and coordination with public authorities and stakeholders. Lead recovery planning and operational resilience efforts. Advise tenant agencies on facilities security measures and facilitate contract security services. Provide guidance on security integration during facility planning and development. Collaborate with internal divisions to deliver background check programs and security compliance. Oversee criminal history screening processes for employees, contractors, and affiliated personnel. Ensure confidentiality and proper handling of sensitive information in accordance with statute. Serves as liaison with the State Office of Risk Management and the State Fire Marshal's Office, as well as other external parties concerning matters of risk management, safety, loss control, security, and continuity of operations. Prepare budget estimates, reviews budgets, coordinates budget requests, and provides final approval of budget. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees. Performs Division planning and supervises professional and administrative staff. Performs related work as assigned.
MINIMUM QUALIFICATIONS
Graduation from an accredited four year college or university with major coursework in Business Management, Organizational Development, Risk Management, Insurance, Occupational Safety, Criminal Justice, Public Administration, Risk Management, or a related field. Seven (7) years progressively responsible experience in business management, risk management, insurance, occupational safety, or a related field Six (6) years of experience in supervisory or management roles. Valid State of Texas Class C Drivers License Education and experience may be substituted for one another. Ability to maintain the security or integrity of the infrastructure of the State of Texas.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge In:
o Physical security systems (CCTV, access control, intrusion detection) o Enterprise risk management and loss prevention methodologies o Texas Government Code and statutes related to risk, insurance, COOP, and criminal history records o Safety standards and regulatory compliance (construction, facilities, workplace safety) o Incident management, emergency response, and continuity of operations planning o Public-sector administration and multi-facility operations Skill in: o Strategic planning and resource prioritization in constrained environments o Risk assessment, data analysis, and performance metric development o Leadership and team management across diverse functional areas o Incident command, crisis response, and decision-making under pressure o Stakeholder engagement and interagency coordination (e.g., DPS, tenants) o Clear written and verbal communication, including executive reporting Ability to: o Assess complex risks and implement effective mitigation strategies o Balance competing priorities and allocating limited resources efficiently o Lead large-scale programs and drive measurable outcomes o Ensure compliance with statutory and regulatory requirements o Build partnerships and influence across organizational boundaries o Maintain confidentiality of sensitive and criminal history information o Respond effectively to emergencies and rapidly changing conditions.
WORK SCHEDULE
In-Office:
8:00 am to 5:00 pm, Monday - Friday. Willingness to work irregular hours; weekends, holidays, nights and travel, as needed.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS
This classification generally functions in a standard office environment. Traveling to various agency working locations or when responding to crisis situations may occur. This may cause you to be exposed to dangerous environments. The position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a workday as necessary. Physical requirements also include the ability to sit, stand, move, and lift items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
