Houston, TX (Onsite) About Submer Submer designs and delivers end-to-end AI datacenter infrastructure built around industry-leading liquid cooling. We help organizations scale AI beyond the limits of traditional datacenters by enabling higher density, greater efficiency and lower environmental impact - accelerating time-to-AI from first deployment to full production. What impact you will have We are seeking an experienced Health & Safety Manager to lead and drive our safety culture across modular data center manufacturing, assembly, and deployment operations. This role will be critical in ensuring compliance with OSHA standards and advancing best-in-class EHS practices in a fast-paced, high-growth environment. What you will do Safety Strategy & Leadership Develop, implement, and continuously improve EHS policies, procedures, and programs aligned with OSHA and industry best practices Champion a strong safety-first culture across manufacturing facilities, project sites, and field operations Partner with leadership to integrate safety into operational planning and execution Compliance & Risk Management Ensure full compliance with OSHA, EPA, and local/state regulations (Texas-specific) Lead risk assessments, Job Safety Analyses (JSAs), and hazard identification processes Maintain and update safety documentation, permits, and reporting systems Site & Project Safety Oversight Provide safety leadership across modular data center build, assembly, and installation sites Conduct regular audits, inspections, and site walkdowns Oversee contractor and subcontractor safety compliance Incident Management Lead incident investigations, root cause analyses, and corrective/preventive actions Track and report key safety metrics (TRIR, LTIR, near misses, etc.) Drive continuous improvement initiatives based on safety data and trend Training & Development Design and deliver safety training programs (OSHA, lockout/tagout, confined space, electrical safety, etc. Ensure onboarding and ongoing training for employees and contractors Promote awareness campaigns and behavioral safety initiatives Cross-Functional Collaboration Work closely with Operations, Engineering, Construction, and HR teams Support design-for-safety in modular data center production Collaborate with global or regional EHS teams (if applicable What you will have 7+ years of experience in EHS roles within: Manufacturing, construction, or industrial environments Experience in data centers, mission-critical infrastructure, or modular/offsite construction preferred Proven experience managing safety across both factory and field/project environments Education & Certifications Bachelor's degree in Occupational Health & Safety, Engineering, or related field Professional certifications preferred: CSP (Certified Safety Professional) CHST or
OHST OSHA 30
(or higher) Technical Skills Strong knowledge of: OSHA regulations (29 CFR 1910 & 1926), Electrical safety (NFPA 70E and construction and industrial safety practices Experience with EHS management systems and reporting tools Preferred Qualifications Experience in mission-critical environments (data centers, energy, industrial plants) Familiarity with modular construction / prefabrication environments Experience working with global or multi-site operations What we offer Attractive compensation package reflecting your expertise and experience.
