Quality Control/Site Safety Health Officer Alexandria, VA 22350 Full-time Full-time Construction Quality Control & Site Safety Health Officer Manager (QC/SSHO) The Construction Quality Control & Site Safety Health Officer Manager (QC/SSHO) is responsible for overseeing all quality control and site safety functions on federal and commercial construction projects to ensure compliance with contract specifications, project plans, safety standards, and regulatory requirements. This role manages the implementation and enforcement of site-specific Quality Control Plans (QCPs), Accident Prevention Plans (APPs), and safety programs in accordance with OSHA regulations and
EM 385-1-1
standards. The QC/SSHO Manager serves as the primary quality and safety representative on assigned projects and is responsible for administering the Three-Phase Control System, conducting inspections and testing, coordinating with project teams and government representatives, maintaining documentation, and promoting a culture of safety, accountability, and continuous improvement across all phases of construction. Essential Duties & Responsibilities Quality Control Management Develop, implement, and enforce site-specific Quality Control Plans (QCPs) to ensure compliance with project plans, specifications, codes, and contract requirements. Serve as the primary Quality Control representative for assigned projects. Manage and administer the Three-Phase Control System, including Preparatory, Initial, and Follow-Up inspections for all definable features of work. Participate in preparatory meetings, pre-installation meetings, and initial inspections to ensure quality standards are established prior to construction activities. Perform and document field inspections and testing activities throughout all phases of construction. Monitor and oversee material testing, including concrete and asphalt testing for slump, air content, unit weight, and temperature. Identify non-conforming work and materials and implement corrective actions. Maintain deficiency logs and track corrective actions through completion. Conduct punch list inspections and pre-final acceptance inspections to verify project completion and compliance. Review submittals, shop drawings, material samples, and Activity Hazard Analyses (AHAs) prior to submission. Maintain accurate and detailed Quality Control documentation, including: Daily QC reports Deficiency logs Inspection reports Material submittals As-built documentation RMS 3.0, QCS, and/or Procore reporting systems Site Safety & Health Oversight Conduct daily site safety inspections to ensure compliance with site-specific Accident Prevention Plans (APPs), OSHA regulations, andEM 385-1-1
requirements. Review, approve, implement, and enforce APPs and AHAs. Conduct safety orientations, toolbox talks, and new-hire safety briefings for employees and subcontractors. Identify hazardous conditions and ensure immediate corrective actions are implemented.Maintain logs and documentation including:
Safety Data Sheets (SDS/MSDS)OSHA 300
logs Incident reports Training records Daily safety inspections Assist with emergency response coordination and incident investigations. Ensure continuous on-site safety oversight whenever construction activities are in progress. Enforce proper use of personal protective equipment (PPE) and adherence to project safety standards. Coordination & Leadership Coordinate with Project Managers, Superintendents, subcontractors, government representatives, and contracting officers to resolve quality and safety issues. Conduct QC and safety meetings as required by contract specifications. Lead and mentor QC personnel and field staff. Promote a culture of safety, professionalism, accountability, and continuous improvement. Provide technical guidance related to construction quality standards and safety compliance. Qualifications Education High school diploma or GED required. Associate's or Bachelor's degree in Occupational Health & Safety, Construction Management, Engineering, or equivalent related field experience. Technical training or construction-related coursework preferred. Experience Minimum 10 years of construction experience required. Minimum 2-3 years of experience as a Construction Quality Control Manager (CQCM) required. Minimum 5 years of Site Safety and Health Officer (SSHO) experience withEM 385-1-1
compliance required. Federal government construction experience strongly preferred. Experience with equipment commissioning processes and HVAC installation preferred. Experience in carpentry, concrete, demolition, excavation, finish work, suspended ceilings, and cabinetry preferred. Certifications US Citizenship Government clearances are preferred; candidates without an active clearance must be eligible to obtain one. Valid driver's license required; CDL preferred. Construction Quality Control Manager (CQCM) Certification required. OSHA 30-Hour and 10-Hour Construction Certifications required. USACE Contractor Quality Management (CQM) Certification required CPR/First Aid certification preferred. Ability to obtain DOT certifications, including concrete testing certifications. Experience withUSACE RMS
3.0, QCS, or Procore preferred. Required Skills & Competencies Strong knowledge of OSHA regulations, EM 385-1-1 requirements, and federal construction standards. Ability to read and interpret blueprints, specifications, technical manuals, and shop drawings. Proficiency in Microsoft Office Suite (Word, Excel, Outlook). Familiarity with construction measuring tools including calipers, gauges, and tape measures. Ability to safely operate hand and power tools. Strong communication and leadership skills with the ability to effectively train and direct field personnel. Strong analytical, organizational, and problem-solving abilities. Ability to identify hazards and intervene during unsafe conditions or acts. Strong attention to detail and root-cause evaluation skills. Ability to work collaboratively with project teams, government officials, and subcontractors. Ability to read, write, speak, and understand English fluently. Strong work ethic, professionalism, integrity, and customer-focused mindset. Physical Requirements Ability to work outdoors in varying weather conditions, including heat, cold, dust, noise, and uneven terrain. Ability to lift and carry 50-75 pounds. Ability to climb ladders, stairs, and scaffolding. Ability to hear and communicate effectively in normal conversational environments. Normal vision including color vision, depth perception, and focus capability. Physical stamina and manual dexterity required to navigate active construction sites safely.
