Job Description

Job Description Our client is seeking a Site Safety & Health Officer (SSHO) to support a federal healthcare construction project at the Naval Medical Center in Portsmouth, VA. This individual will be responsible for developing, implementing, and enforcing site-specific safety and occupational health (SOH) programs, ensuring compliance with all federal, OSHA, and contract requirements. This is a fully dedicated safety role, reporting to the Site Project Manager, with full authority to enforce compliance and stop work if necessary. Key Responsibilities
  • Serve as the on-site SSHO full-time for the duration of construction activities
  • Implement and enforce the Accident Prevention Plan (APP) and Site Safety & Health Plan (SSHP)
  • Conduct daily safety inspections and maintain safety logs
  • Lead daily safety briefings, toolbox talks, and AHA reviews
  • Develop and review Activity Hazard Analyses (AHAs) for all definable features of work
  • Ensure compliance with
EM 385-1-1, OSHA
(29 CFR), and all federal/state safety regulations
  • Monitor PPE usage, site controls, hazard mitigation procedures, and emergency response plans
  • Oversee compliance with infection control and interim life safety measures specific to healthcare environments
  • Investigate incidents, accidents, and near-misses; produce required reporting
  • Track and resolve safety deficiencies to ensure compliance
  • Deliver or coordinate weekly safety training and maintain training documentation
  • Provide recommendations to site leadership on hazard mitigation and safety improvements
  • Coordinate with superintendent, project management, and government representatives for safety compliance
  • Maintain proper documentation for regulatory and contract compliance

  • OSHA 30 (Construction)
  • 5+ years of experience (preferably consecutive or within the last 7-10 years) in a dedicated SSHO or safety role
  • Experience supporting federal/USACE construction projects
  • Proven experience implementing or managing a Site Safety & Health (SOH) program on projects of similar size/scope
  • Documented formal safety training within the past 3 years
  • Strong working knowledge of EM 385-1-1 and OSHA regulations
  • Ability to manage safety documentation, reporting, and compliance processes
  • ASHE Healthcare Construction Certification (HCC) ○ Must have or obtain within 30 days (company-paid)

  • Familiarity with infection control protocols (ICRA, ILSM)
