Site Safety and Health Officer (SSHO) - Federal Construction (USACE/NAVFAC/VA)We are a service disabled veteran owned small business and federally focused general contractor delivering design build and civil construction solutions for mission critical infrastructure. Position OverviewWe are seeking an experienced Site Safety and Health Officer (SSHO) near Sepulveda, CA to lead and manage safety programs for construction and facilities projects, with emphasis on federal and public land work. The SSHO will develop and enforce site-specific safety and health plans, ensure compliance with OSHA and client-specific standards, and provide on-site oversight and guidance for crews working in diverse environments including roofing projects, National Parks, and Bureau of Land Management (BLM) sites. The ideal candidate has strong experience with NAVFAC, USACE, and VA contracting environments and a proven track record of reducing incidents and promoting a positive safety culture.
Key ResponsibilitiesDevelop, implement, and maintain the Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs) tailored to each project and client requirements.
Provide continuous on-site safety oversight and mentorship to construction crews, subcontractors, and site management, with emphasis on high-risk activities such as roofing and working at heights.
Verify compliance with OSHA standards, company policies, and client-specific safety requirements (NAVFAC, USACE, VA, National Parks, BLM) and coordinate corrective actions when necessary.
Conduct regular safety inspections, audits, toolbox talks, and safety meetings; document findings and track corrective action implementation.
Investigate incidents, near-misses, and safety concerns; prepare thorough incident reports and recommend preventive measures to avoid recurrence.
Coordinate and liaise with client representatives, contracting officers, and regulatory agencies to ensure project safety expectations are met and documented.
Manage safety-related training programs, ensuring personnel maintain required certifications and competencies (e.g., fall protection, confined space entry, PPE use).Oversee permit-required activities, emergency response planning, and on-site first aid/medical coordination as needed.
Support pre-construction safety reviews, subcontractor prequalification for safety performance, and review of contractor safety documentation.
Maintain accurate safety records, reports, and regulatory documentation for project closeout and audits, and contribute to continuous improvement of the safety management system.
QualificationsMinimum 5+ years experience in construction safety or as a Site Safety and Health Officer (SSHO), with demonstrated experience on federal or public land projects.
Proven experience working with NAVFAC, USACE, and VA contracting environments and familiarity with their safety requirements and inspection processes.
Strong knowledge of OSHA construction regulations and best practices; OSHA 30-Hour Construction certification required.
Current
Experience with National Park Service and BLM project environments and permit/visitor-safety considerations preferred.
Experience managing roofing safety programs, fall protection systems, and roof-specific hazard controls.
Certifications preferred: Construction Health and Safety Technician (CHST) or Certified Safety Professional (CSP)/Associate Safety Professional (ASP) or additional safety certifications relevant to federal construction projects preferred.
Demonstrated ability to develop and implement APPs, AHAs, perform incident investigations, and lead safety training.
Excellent communication, interpersonal, and leadership skills; ability to work collaboratively with project teams, subcontractors, and federal clients.
Valid driver's license and ability to travel to project sites; ability to work outdoors in a variety of project environments.
