Job Description
Prevent Accidents, Protect Employees. Join HOSD as a Safety Specialist II! The Honolulu Ocean Safety Department (HOSD) is looking for a Safety Specialist II in Honolulu. Under the general direction of the Deputy Chief of Ocean Safety, this position plans, coordinates and implements the department's personnel health maintenance, infectious disease exposure and education, drug and alcohol testing, and personnel safety and emergency vehicle operator development programs. What You Will Do Plan, implement, and coordinate the department's personnel health maintenance programs including: Infectious disease exposure, control, and education program. Work with the department's Medical Director. Mandatory drug testing program. Monitor program for compliance with city, state and federal mandates and collective bargaining agreements. Work site inspections, for compliance with OSHA. Emergency vehicle operator development programs. Conduct safety training courses to develop skill in use of safe work techniques. Assist in developing procedures for safe work practices and enforcement methods. Coordinate placement of industrial injured employees for modified duty and priority placement in partnership with Industrial Safety and Workers' Compensation. Advise on matters of noncompliance and settlement of controversial safety issues. Perform other related duties as assigned. Special Work Requirements All HOSD employees are considered Disaster Response Workers who may be required to respond to incidents in order to maintain continuity of operation for the Department and to uphold public safety. This may require the position to work hours on the weekends, nights, or outside of regular working hours.

EDUCATION REQUIREMENT
: Equivalent to graduation from an accredited four-year college or university with a bachelor's degree in business administration, public administration, or a related field.Substitution :
Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.For example:
Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree. Fou r (4) years of general work experience (does not need to be professional level experience) in industrial safety may substitute for a general bachelor's degree.Education Verification :

: Three years of professional experience in industrial safety and accident prevention activities.Applicable Skills Needed Knowledge of:
industrial accident hazards and methods of correction and prevention; industrial safety devices and equipment; safety education and publicity media, principles, methods and practices; safety inspection principles, practices and procedures.Ability to:
plan, execute and coordinate an effective safety and accident prevention program; plan and instruct supervisors on principles and methods of instructing; instruct others in safety techniques, causes of accidents and accident prevention; investigate and determine causes of accidents; deal tactfully and effectively with officials, supervisors and employees; write clear and concise reports; speak effectively before groups.LICENSE/CERTIFICATE REQUIREMENT
: Prior to appointment, possession of a valid: Driver's license (automobile/Type 3). Prior to completion of probation, possession of a valid: Health and Safety Institute (HSI) BLS Instructor card.CEVO & EVOC
