SPECIALIST, GS-0018-11, duties include: 1. Serves as the Ste, Territory, District of Columbia Safety and Occupional Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the Ste. Coordines with senior safety personnel and provides quality actions and plans for the sustainment of Ste ARNG Safety and Occupional Health Management Systems (ASOHMS) within the broad framework of stutory public law, DOD, Army, and Nional Guard policy, goals, and objectives. Implements plans, methods, and assess risks to improve safety in the workplace and off-duty environments. Reduces preventable mishaps in the preservion of ARNG personnel, equipment, facilities, and resources. The SOH Specialist executes a complex SO&EH program for a broad occupional field involving a wide variety of changing, high risk operions, environmental conditions, and hazardous merials. Reviews and updes the Ste SOH Plan to include all applicable Army SOH functional areas. Reviews and updes Ste safety policy and Standard Opering Procedures for SOH programs. Functional program responsibilities include, but are not limited to, the following areas: Monitors and evalues installion SOH functional Safety Programs for effective implemention, to include; Workplace Operions, Workplace safety, Hazard communicion programs, Industrial operions (lockout/tagout, confined space, fall protection), Emergency planning and response, Safety Training and Educion of SOH programs consisting of training needs assessments of subordine organizions mission and operional needs. Community, Off-Duty Recreion, and Seasonal Safety, Public, family, child, and youth safety, Tactical Operions, Tactical safety, Force mobilizion, Transportion Safety, Motor vehicle mishap prevention, Maritime activities, Safe cargo operions, Explosives Safety, Range Safety Operions, Electrical Safety, Fire and Emergency Services Safety, and Contract Safety. Receives direction and guidance from the supervisor or safety and occupional health manager for continuing or individual assignments, limitions, quality, and quantity expected, deadlines, and priority of work conditions involving a substantial number and diversity of hazards; or a wide variety of independent and continuing assignments in a specialized area of safety and occupional health th have exacting technical requirements. Sustains knowledge of a wide range of safety and occupional health concepts, principles, practices, laws, and regulions applicable to the performance of complex administrive safety and occupional health programs. Responsibilities require the skill sufficient to plan, organize, coordine, and evalue a fully developed safety and occupional health program. Assignments cover a wide range of work operions and environmental conditions involving a substantial number and diversity of hazards; or a wide variety of independent and continuing assignments in a specialized area of safety and occupional health th have exacting technical requirements. 2. Performs inspections of daily operions and workplaces. Conducts or participes in. Identifies high risk hazardous operions and procedures and ensures mitigion countermeasures are effective. Performs inspections, assessments, and surveys of daily safety and occupional health operions and workplaces requiring a degree of physical exertion and considerable standing, walking, climbing, bending, crouching, stretching, lifting of moderely heavy objects, reaching or similar movements. Conducts safety and occupional health surveys of offices, storage areas, and industrial areas to determine compliance with applicable occupional safety standards. The use of Personal Protective Equipment and clothing may be needed to conduct surveys involving recurrent exposure to hazards and discomforts, moving machine parts, shielded radiion sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weher conditions, and high temperures. Identifies hazards and evalues initial risk potential for harm to employees, the general public, damage to equipment and resources, and provides technical assistance to managers, supervisors and employees necessary to achieve safe and healthy working conditions. Monitors employee performance, environmental conditions, facilities, and equipment for compliance with OSHA and Army standards. Identifies hazards and unsafe conditions and practices. Reports findings, assigns risk assessment codes, recommends corrective actions, and conducts follow-up inspections. Reviews findings of safety surveys conducted by safety committees and determines approprie action required. Performs other duties as assigned. : 1 year equivalent to least next lower grade level experience, educion, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operions and evalued compliance with applicable regulions and hazard system. Participed in planning for testing of munitions, and assured integrion of explosive safety criteria in testing procedures.
