Job Description
Under the general supervision of the Chief of Human Resources, is responsible for establishing, developing, implementing, auditing, and training all aspects of the Safety and Security Program. This includes inspection and analysis of workplace locations and design initiatives to control, eliminate and prevent incidents, injuries and disease caused by chemical, physical, and/or biological agents. Is responsible for the operation of the organization's physical security equipment and ensures protection of company assets.
SUPERVISION
The Chief of Human Resources provides general supervision.REPRESENTATIVE DUTIES
The following is a summary of essential functions and duties required for the position of Safety & Security Specialist . The district reserves the right to modify the essential functions and duties for this position in accordance with its business needs.- Conducts technical field investigations and evaluates complex accidents/incidents to include vehicle/equipment accidents/incidents, injuries, and property damages.
- Prepares accident/incident investigation reports and maintains files and records.
- Preserves evidence by using diagrams, photographs, video, written/recorded statements, email, medical reports, etc.
- Researches, analyzes, and identifies trends in all workplace accidents/incidents and injuries. Provides root cause analysis and aggregate data to develop recommendations for training and to initiate cost containment programs.
- Develops safety training plans and maintains databases of safety training records.
- Conducts safety training needs analysis, which includes training in response to identified trends or hazards to prevent injuries and safeguard work areas.
- Manages claims (workers compensation, auto, property, general liability, etc.)
- Reviews loss trends for trend analysis and provides recommendations for and coordinates activities associated with loss mitigation.
- Conducts regular and frequent safety inspections and audits of work areas and work sites such as construction sites, office workstations, water and wastewater treatment plants, mechanical shops, maintenance crews, work trucks, heavy equipment, and warehouse sites.
- Develops and implements safety policies and procedures.
- Identifies health and safety risks and recommends corrective actions to control and limit LVWD liability.
- Assists in coordinating District compliance with State and Federal health and safety laws.
- Prepares and monitors safety and security budget.
- Oversees, monitors and coordinates security access program to protect LVWD facilities, personnel, and assets, including access and identification badges, keys, doors, and gate openers.
- Serves as liaison to government and law enforcement officials from Federal, State and Local agencies, as well as local security managers and security professionals throughout the industry.
- Investigates allegations of fraud, theft, and violation of security policies and procedures.
- Plans, develops, and implements a comprehensive physical security plan to ensure asset protection, workplace violence prevention, and access control systems, video surveillance, and movement of LVWD vehicles.
- Develops and implements security policies and procedures.
- Ensures that procedural security access safeguards and after-hours monitoring systems are in place and monitors existing safeguards.
- Oversees incident response planning as well as the investigation of security breaches, vandalism, thefts, fraud, threats against the organization, and assistance with discipline and legal matters associated with such acts.
- Participates in de-escalating emergency incidents, irate customers, and similar events to prevent malicious acts against the organization's assets or personnel.
- Monitors surveillance equipment for breaches of security and other violations.
- Conducts periodic security inspections and patrols.
- Coordinates and monitors components of the emergency response plan.
- Assist in coordinating actual or potential emergency preparedness or response efforts. Advises sections on emergency operations.
- Coordinates emergency response training and operational drills.
- Develops and oversees the implementation of security policies and procedures.
- Attends all meetings as required.
- Complies with all safety standards as they pertain to equipment and facility operations.
- Uses tact, diplomacy and discretion as required in a courteous effective manner.
- Maintains effective working relationships with fellow officials and the public.
- Position is subject to extended work hours and emergency call-out.
- Perform any other duties as required.
- Maintains safe work practices according to District's rules and policies.
QUALIFICATIONS
The following describes the knowledge and qualifications required to perform the essential functions and duties of the position of Safety & Security Specialist . Education and Experience Guidelines - Any combination of education and experience that would likelyprovide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:Education:
A bachelor's degree in occupational safety, risk management, business or public administration, engineering, or related field or equivalent combination of education, training, and experience.Experience:
Five (5) + years' experience in investigating and evaluating accidents/incidents and developing and analyzing claims and reviewing trends; working with risk management programs, OSHA, EPA, DOT, and Workers' Compensation requirements or equivalent combination of education and experience. Three (3) + working knowledge with applicable state and federal regulations and working knowledge of claims management and business liability practices. Prior experience in construction safety is preferred.License or Certificate:
Valid Texas Class "C" driver's license and must have an acceptable driving record.Knowledge, Skills, and Abilities:
- Bilingual (English/Spanish) preferred.
- Excellent computer skills in Microsoft Office products including Word, Excel, PowerPoint, and Outlook.
- Ability to establish and maintain effective working relationships with fellow employees, officials, and the public.
- Must have strong problem solving and analytical skills.
- Ability to prepare investigative reports.
- Ability to prepare and maintain records and reports.
- Must have excellent, clear, and concise oral and written communication skills to effectively respond to common inquiries and complaints.
- Strong presentation skills.
- Ability to read, comprehend, evaluate, and prepare complex technical documents.
- Must be able to operate computer and various software applications.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

The Safety & Security Specialist works both in an office and an outdoor work environment. Outside work involves exposure to all weather conditions, traffic conditions, noise, dust, gases, asbestos, radiation, electrical systems, and construction equipment. May sit or stand for extended periods. The position is subject to extended work schedules including evenings and weekends.Physical:
Primary functions require sufficient physical ability and mobility to work in an office andfield environment; to stand, stoop, reach, bend, kneel, squat, climb, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry up to 50 pounds; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information.Vision :
Must be able tosee in the normal visual range, with or without corrective devices. Must be able to read.Hearing:
Must be abletohear in the normal audio range, with or without corrective devices.Travel:
Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.PPE :
